with the City Manager. He recalled that at a prior meeting, the <br />suggestion was made that City Council take a reduction in pay and <br />it was not accepted. He asked City Council to take a 10% reduction <br />in pay. <br />Utility Director Clarke responded that as part of Phase II the City <br />will go to a monthly billing system which will advance payment of <br />bills and reduce the lag time. He said the effective date is July <br />11 1995, because of a software delay. Director Clarke said staff <br />can look at the $1.00 charge as suggested by Mr. Jackson. <br />In answer to Mr. Jackson's call for a 10% cut in wages, Personnel <br />Director Harmon said that she had prepared an informal report <br />stating that the current fiscal year's cuts represented 12 1/2% <br />decrease in wages and that next year the anticipated cuts will <br />equal 7.7% decrease in wages. <br />In response to Mr. Jackson's suggestion for $1.00 charge, Mr. Fred <br />Cordova said he could take him to visit at least 7 people that he <br />knew could not afford to pay their utility bill in a lump sum. He <br />said the people that hurt are often the seniors and those persons <br />on welfare. He suggested that Council do a lifeline study because <br />the seniors need relief. <br />Request for Rights <br />Mr. Michael Otero said he was left with his mother's estate real <br />and personal and provided detailed background in claiming his <br />rights. Mayor Fulp asked Mr. Otero to speak with City Manager <br />Martinez who would listen to his request. <br />Super Dum <br />Mr. Fred Cordova addressed an article in the City News about the <br />super dump. As a Utilities Commissioner in 1988, He recalled <br />inspecting such a mega structure in Portland Oregon. He spoke <br />about attempts to establish such a structure in San Bernardino <br />County, specifically in Ontario, and about the opposition. He <br />recalled that even though it was a mega structure, the generator <br />was clean and there was not one spigot of smoke. From its <br />surrounding neighbors, one could find a child care center and food <br />processing places. In 1989, BFI came with a proposal to establish <br />a City -owned landfill. Three Utilities Commission Members, staff <br />and himself accompanied BFI and visited the Roquet land. The City <br />Council approved; however, the County took over the landfill. He <br />proclaimed that there is a lot of money to be made in landfill. <br />There are homes in that area with no apparent problems. The City <br />needs revenue and the City stands to generate $3.00 per ton on a <br />possible capacity of 25,000 tons per day. <br />Councilmember Sandoval said he rarely disagreed with Mr. Cordova <br />but adamantly disagreed on this subject as he lived in the La Loma <br />P <br />APR 0 �' 1?" <br />
