Item 4 - Change Order <br />Mayor Fulp asked if the matter had been referred to the Utilities <br />Commission and Public Utilities Director Evans answered it had not. <br />Director Evans explained the four water -line replacement projects <br />were budgeted in the capital improvement budget and they were <br />combined as all four needed to be done. The State Health <br />Department did state that the two projects already designed must be <br />completed this fiscal year. Director Evans belied this process <br />would be a larger project and should attract more bidders, drive <br />the unit price down and the City could deal with one contractor. <br />The City would be disrupted only one time. He said the request was <br />to have the engineering consultant who designed the first two <br />projects go ahead and design the other two projects and package <br />them into one big design. <br />Motion by Mayor Fulp, seconded by Councilmember Bennett, to approve <br />the change order in the amount of $36,340 for John Egan and <br />Associates for professional engineering services for the water -line <br />replacements. Motion carried unanimously. <br />Item 5 - Cease and Desist Order #95-36 <br />Councilmember Sanders expressed unease at the open-ended statement <br />under Financial Impact, which listed possible expenditures of <br />between 6 and 40 million dollars, a gap of 38 million dollars. <br />Director Evans believed the project would come in at between eight <br />to ten million dollars. He said the high-end figure was if Council <br />decided to build the ultimate facility and that the 8-10 million <br />dollar figure represented the current retro -fitting and to add <br />additional capacity to the facility. <br />Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to accept staff recommendation and approve Resolution No. R-119-95. <br />Unanimous vote. <br />RESOLUTION NO. R-119-95 - A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON ADOPTING AND <br />COMMITTING TO PLANS AND SCHEDULES <br />FOR COMPLIANCE WITH CEASE AND DESIST <br />ORDER #95-36. <br />Item 6 - Agreement for Future Annexation <br />Mayor Fulp asked about entering into annexation now. City Attorney <br />Biggs advised that this could be done. She explained that the City <br />frequently gets requests for service from areas the City wishes to <br />annex. Since the City would have to provide other services, the <br />City obtains agreements so that as the number of parcels come <br />together and get to be contiguous, the City can then annex the <br />entire area. The City has the authority to require annexation as <br />a condition of the extension of utility services. Staff indicated <br />4 <br />DEC 0 9 1995 <br />
