that police services and fire services are not provided in the
subject area.
Motion by Councilmember Beltran, seconded by Councilmember Hutton,
to accept the Agreement for Future Annexation for the property
located at 990 West Valley Boulevard and authorize the recording of
same. Unanimous vote.
Item 9 - Fireworks
Mr. John Mitchell, Chair of the Parks and Recreation Commission,
reported that this commission had moved to appoint a sub -committee
to address this issue but the attempt was thwarted by one of the
Commission members. He reported trouble within the Commission.
Councilmember Cook stated that it was her suggestion that Fire
Marshal Alan Sork be in charge of the Fireworks Sales, since he had
previously done the work. She stated that members of the Parks and
Recreation Commission felt this assignment did not belong to it;
that the members did not seem to know what was expected of them and
she hoped the members could resolve their differences. She
mentioned that service clubs wanted to have input on this subject
and encouraged their participation.
Motion by Councilmember Cook seconded by Councilmember Sandoval, to
accept and approve the appointment of Fire Marshal Alan Sork as
chairman of the Fireworks Sales Committee.
Councilmember Bennett indicated information on this item was to
have been received under separate cover and she had not received
it. She did not know what criteria was to be applied nor the
identity of the members to this committee.
Councilmember Cook explained that no committee members had been
selected and it was under the direction of Fire Marshal Sork,
Councilmember Bennett stated she took exception to this action.
She had not liked the manner in which the issue was being pulled
away from the Parks and Recreation Commission. She said this was
part of the Parks and Recreation Commission's overview. She
believed that criteria and guidelines needed to be established as
to how the committee should be structured.
Councilmember Beltran suggested that City Council would be looking
into the structure of all commissions in the City as, he believed,
that in the restructuring process, City Council could merge like
committees together.
Motion by Councilmember Beltran, seconded by Councilmember
Sandoval, to call for the question. Motion carried with
Councilmember Sanders and Bennett and Mayor Fulp voting "No."
The primary motion carried with Councilmembers Sanders and Bennett
5
DEC 0 5 1995
