He recommended that Councilmembers <br />having questions on agenda items to take up the matter with staff <br />prior to the night of the meeting. <br />Motion to approve the Consent Calendar with the exception of 4, 51 <br />6, 10, 11, and 19 carried by unanimous vote. <br />Consent Calendar Item 4 - Bid Award for One -Year Contract for <br />Miscellaneous Electrical Materials <br />Mayor Fulp asked if the Notice for Inviting Bids posted. Finance <br />Director Vega responded "yes". Mayor Fulp asked how much was spent <br />last year. Director Vega said she did have that figure and that <br />she would report back. <br />Moved by Mayor Fulp, seconded by Councilmember Sanders, to approve <br />Consent Calendar Item 4 as presented. Motion carried by unanimous <br />vote. <br />Consent Calendar Item 5 - Award of Bid for Annual Asphalt Concrete <br />Material <br />Councilmember Sanders stated he would have the same question as was <br />asked by Mayor Fulp on Item 4 with regard to an amount. Director <br />Vega said she would look into it and that the contract would be a <br />"Not to Exceed" amount. <br />Councilmember Hutton said an amount was established in the budget <br />and that this contract was for street repair, such as, pot holes. <br />Mayor Fulp explained the question has risen due to the experience <br />the City has had with the recommended low bidder, Industrial <br />Asphalt. Councilmember Hutton said the City has used them in the <br />past and the company is a material supplier only and does not <br />perform a service for the City. Mayor Fulp said there were only <br />two bids with a difference of $53.75 and that the other bidder, <br />Matich Corp., is locally based. Councilmember Hutton stated the <br />City does have a 1% differential preference for local businesses. <br />Finance Director Vega stated staff was familiar with the incentive <br />for local businesses; however, the bids indicate that both bidders <br />are from San Bernardino. Councilmember Hutton said he had <br />knowledge that Matich has its corporate headquarters in Colton. <br />Moved by Councilmember Hutton, seconded by Councilmember Bennett, <br />to refer this item back to staff to return on August 1, 1995 with <br />a recommendation. Motion carried by unanimous vote. <br />Consent Calendar Item 6 - Personnel. Approve Job Description for <br />the Position of Fire Captain in the Fire Department. <br />Mayor Fulp asked the purpose for deleting the requirement for a <br />Certified Acting Captain Certificate. <br />5 <br />JUL 181995 <br />
