R-46-95. <br />Motion by Councilmember Cook, seconded by Councilmember Hutton, to <br />accept and approve the Consent Calendar, except for Agenda Items 1 <br />and 8. Motion carried with Councilmember Cook voting "No." <br />Agenda Item No. 1 <br />As to the Minutes for May 2, 1995, Councilmember Bennett requested <br />that a verbatim transcript be made of Pages 15 through 25. She had <br />a question on a particular motion and other items. Councilmember <br />Sandoval asked that approval of minutes not be held up and that <br />Councilmember Bennett should identify the items in contention. <br />Councilmember Bennett said that before Council approves minutes, it <br />should determine that it is an accurate reflection as to what <br />occurred. Mayor Fulp asked for legal determination on the question <br />that if minutes were approved and Council later desired to amend, <br />can Council make a motion to reconsider? City Attorney Biggs <br />stated now was the appropriate time to discuss the minutes. <br />City Clerk Ramos stated that minutes are not a verbatim transcript. <br />They are a summary representation of the Council's final action. <br />By law, the only time the City Clerk is required to give specific <br />detail, time and date is on public hearings, all else is merely <br />discussion. She commented that from the beginning of the calendar <br />year to the present time there have been about 20 City Council <br />meetings, more than double the regularly scheduled meetings. Staff <br />has been struggling to keep current with preparation of minutes and <br />a verbatim transcript, as requested, will severely impact the work <br />3 <br />MAY 16 1995 <br />
