Warrants - Approval of Accounts Payable Voucher Register dated September 18, <br />1995, consisting of 18 pages; Accounts Payable Voucher Register dated September <br />21, 1995, consisting of 21 pages; Payroll Warrant Register dated September 14, <br />1995, consisting of 10 pages; and Payroll Warrant Register dated September 26, <br />1995, consisting of 8 pages, as recommended by the Director of Finance. <br />Councilmember Bennett stated Item No. 2 is not in her packet. Director Vega <br />stated the summary will be available on October 17, 1995. Motion by <br />Councilmember Sanders, seconded by Councilmember Bennett, to place this item on <br />the October 17, 1995 agenda. The motion was carried with a unanimous vote. <br />Personnel/Neighborhood Services - Ratification of Employee Appointment to the <br />full-time position of Neighborhood Services Coordinator in the Neighborhood <br />Services Department. <br />Councilmember Bennett stated she is against this item since her request for <br />personnel was denied due to a lack of funding. The City Manager Martinez <br />assured the Council there is funding available for this position. <br />Motion by Councilmember Cook, seconded by Councilmember Beltran, to approve this <br />item. The motion was carried with two "No" votes by Councilmember Bennett and <br />Mayor Fulp. <br />Personnel/Electric Utilities Department - Ratification of Employee Appointment <br />to the full-time position of Secretary in the Electric Utilities Department. <br />Mayor Pulp stated he pulled this item from the Consent Calendar for a vote. <br />Councilmember Hutton asked if this is a budgeted position. Director Clarke <br />stated yes; this is a request to fill the position of someone who is retiring. <br />Motion by Councilmember Sandoval, seconded by Councilmember Beltran, to approve <br />this item. The motion was carried with two "No" votes by Councilmember Bennett <br />and Mayor Fulp. <br />Personnel - Setting of Closed Session Hearing in the Matter of Employee <br />Grievance, CSMCS Case No. 94-3-462. <br />After discussion and there being no objections, Mayor Fulp set this matter for <br />the meeting agenda of October 10, 1995 at 5:30 p.m. <br />Commissions - Second Reading of Ordinance Establishing a System of Appointing <br />Members of City Commissions and Committees by Councilmanic District, ORDINANCE <br />N0. 0-02-95. <br />Motion by Councilmember Cook, seconded by Councilmember Sandoval, to amend page <br />3, line 8, to read "except for special circunstances". Councilmember Cook <br />stated commissioners volunteer their time and they may have more problems other <br />than attendance problems.
