John Mitchell, Chairperson of the Parks and Recreation Commission, stated some <br />commissioners have not attended 5 meetings or have not attended for over half of <br />the year. Mr. Mitchell stated it is ridiculous not to hold a meeting due to a <br />lack of a quorum. <br />Tony Vilches, 496 Maple Street, Colton, stated he served on the Planning <br />Commission for 11 years. Mr. Vilches stated if a person volunteers for a <br />commission, it should be their first priority. Mr. Vilches stated a person <br />should be removed from the commission if they do not attend meetings. <br />Mr. Richfield, 1836 Ash Tree Lane, Colton, stated there should be a program <br />where commissioners can be fined up to $50 for not attending a meeting. <br />The motion was carried with three "No" votes by Councilmembers Sanders and <br />Bennett, and Mayor Pulp. <br />After further discussion, motion by Mayor Fulp, seconded by Councilmember Cook, <br />to add the word "regular" to line 6 after the word three; to add the word <br />"regular" to line 7 after the word between; and to add to line 26 "elected to <br />serve at the pleasure of the board, commission or committee". The motion was <br />carried by a unanimous vote. <br />Motion by Councilmember Beltran, seconded by Councilmember Sandoval, to approve <br />ORDINANCE NO. 0-02-95 as amended. The motion was carried with two "No" votes by <br />Councilmember Bennett and Mayor Fulp. <br />Tony Vilches, 495 Maple Street, Colton, stated the City is costing him money <br />with the change over on billing. Mayor Fulp stated if anyone is having a <br />problem, please call their Councilmember or the City Manager. <br />William Richards, 321 East "E" Street, Colton, thanked the Mayor for the bike <br />that the Mayor gave him. Mr. Richards suggested bikes be registered like cars <br />so the Police Department can more easily locate owners. Mr. Richards suggested <br />more meetings noted on Channel 3. Mayor Fulp stated if a person has an item to <br />be noted on Channel 3 they should submit the request in writing to the City <br />Manager. <br />Terry Dorman, stated the Plaza Los Glorias is in horrible condition. Council - <br />member Beltran stated it would be more constructive to see him personally. <br />Director Zamora stated staff has responded to Councilmember Beltran, and staff <br />is working to enforce the ordinance. Councilmember Beltran again asked for <br />constituents to call him with a complaint before standing at the podium during a <br />public meeting trying to embarrass him in public. <br />_ 3 <br />pC i 0 - 1995 <br />
