Mayor Fulp asked for a monthly fiscal report to include a cash flow analysis, <br />combined with cash balance on fund -ending report, combined with outstanding <br />payables on account. He asked for an accurate and timely mid -year budget report <br />and last year's audit On disclosure, Mayor Fulp said that in 1987-88 the sewer <br />rate was $8.80 a month and effective in July of 1993 to the present, it increased <br />to $12.50 <br />Mayor Fulp reported that Mrs. Redds Pies was moving from South Colton to the <br />Cooley Ranch area on Cooley Drive. <br />Mayor Fulp applauded the City Clerk's Office for its excellent work in spite of <br />present adversities. <br />CORRESPONDENCL <br />ITEM 3 Correspondence from Kenneth A <br />at 141 Pleasantview, File No., D-21-95. <br />Steele regarding Design Review Process <br />Item No. 18 Agenda of January 16, 1996 <br />Community Development Director David Zamora reported on the request by <br />Kenneth A. Steele that the fee for the design review, on a second unit on the lot, <br />be waived. Mr. Steele said he already paid the $500 fee for design review for the <br />lot development located at 141 Pleasantview. <br />Community Development Director Zamora agreed that the applicant paid a design <br />review fee of $500 for the original plan based on manufactured housing. Director <br />Zamora said the fee for a new design review, based on square footage, is <br />approximately $200, since Mr. Steele deviated from the original plans. Director <br />Zamora said that Mr. Steele ignored a stop -work order and proceeded to add two <br />carports and a fence - which have no permits. <br />After lengthy discussion with staff, Council Member Hutton asked Mr. Steele if he <br />could pay the $210 fee. Mr. Steele said he could not pay the second design <br />review fee but could pay all the fees for permits. <br />Utilities Commissioner Randy Wyatt said he was Mr. Steele's neighbor and stated <br />that Mr. Steele was grossly misleading Council. Mr. Wyatt said that Mr. Steele <br />was a developer; that it was his real estate sign on the property; that he drives a <br />Lexus and has a cellular telephone; that he has purchased other property in that <br />area and has plans to change the code to R-3. <br />Motion by Councilmember Sanders and seconded by Councilmember Cook to <br />deny waiving of fees and to return the matter to the Planning Commission and <br />CITY COUNCEL MEETING - JANUARY 24,1996 PAGE 4 <br />
