Public Works Office only received 60% confirmation from property <br />owners adjacent to Agua Mansa on the South side, not along the school side which is being confirmed this <br />evening. <br />Councilmember/Director Hutton inquired of Surveyor Brian Baden in staking the grade along Agua Mansa <br />on the South Side, it would allow the water to run away from the area. He asked if there was sufficient <br />grade to eliminate the puddling problem. Mr. Baden said it was the ultimate goal to design the street to <br />allow the water to flow on past the property. He said the flooding was on the north side of the street. The <br />Streets and Highway Code, 1911 Act, allows work only on one side of the street. Councilmember Hutton <br />said this matter should not go forward until a preliminary survey is done to determine if doing one side of <br />the street will resolve the drainage issue. <br />Councilmember Hansen asked if the 60% participation was as to footage and Councilmember/Director <br />Hutton said it represented 60% of adjacent property owners to the roadway, based on lineal footage. <br />Councilmember Hansen suggested CDBG block grant monies for this project. <br />Councilmember Sanders inquired if continuance of the Public Hearing would prohibit the preliminary survey <br />to start. City Attorney Biggs advised that continuation of the matter would continue the intent; therefore, <br />she suggested the matter could be taken off calendar and staff be directed to take appropriate action to <br />proceed further at a later date. <br />Councilmember Bennett asked where would the funding come for the engineering. Councilmember/Director <br />Hutton informed the City would have to fund the project up front. Councilmember Bennett advised that <br />SCAG had funding for this type of project available and urged staff to explore this avenue for the <br />engineering design. She emphasized that the City had to show a need for engineering. <br />Mr. Andres Soto, Principal Planner, informed that the North side of Agua Mansa Road, between Rancho <br />and 5th Street, had been funded from CDBG funds for $30,000 for sidewalks, curbs, gutters and two street <br />lights, a project submitted by former Councilmember Sandoval and approved FY1995-96 and bought 1,000 <br />lineal feet. Councilmember Hutton asked for confirmation from the County. Councilmember Cook <br />suggested that the School District be included in any further discussions. <br />There being no further Public Comment, motion by Councilmember Bennett, seconded by. Mayor Fulp to <br />terminate the Public Hearing. Unanimous vote. <br />Pending notification from the Coun <br />ty, motion by Councilmember Beltran <br />seconded by Councilmember <br />Hutton to continue the Public Hearing until March 19, 1996.
