Councilmember Hansen stated there was a need to apply the Utility Users Tax equitably, except <br />for seniors and low-income people. <br />Motion by Councilmember Hansen, seconded by Councilmember Cook, to rescind Resolution <br />No. R-41-95 Exempting Residential Property Owners in Community Facilities Districts from <br />Payment of the Utility Users Tax. <br />Ms. Jean Ferrante spoke against the Utility Users Tax; however, since it existed, everyone <br />should pay it and then should be taken to the voters. <br />Ms. Elaine Craig, SBPEA representative, supported exemption of seniors and low-income <br />people; however, she knew there was no verification of information presented on exemption <br />applications. To Mayor's inquiry, Finance Director Vega informed that applications for <br />exemptions were signed and accepted under penalty of pedury. <br />Ms. Jean Hart voiced no objection for the Users Tax but made brief comment on sums of money <br />discussed. <br />Above motion carried with Councilmembers Hutton, Sanders and Beltran voting "No." <br />Lighting Improvements County Jurisdiction and City of Grand Terrace Jurisdiction <br />Councilmember Hansen pulled Agenda Items 4 and 5, and requested a brief informational <br />memorandum regarding actual lighting costs for South La Cadena, namely, for the rough section <br />from Barton Road past La Loma to the City limits. Electric Utility Director Clarke said he <br />would provide the requested information. <br />UUT Exemption/Lighting Landscape Maintenance Districts <br />Councilmember Bennett pulled Agenda Item 7. Councilmember Sanders expressed confusion <br />over action to terminate exemption for a certain group and requesting exemption for one group <br />and terminating exemption for another. <br />Electric Utility Customer Service Policy <br />Councilmember Bennett referred to G-1, p 51, and asked what were general services? What <br />types of Facility? Electric Utility Director Clarke said it was small commercial accounts such <br />as Grade A, flat -rate metered accounts, commercial retail and Rate B were large commercial <br />accounts such as gas stations or restaurants. <br />Councilmember Bennett asked why there was reduction of costs to these customers if they went <br />over 1500 KW hours instead of increasing costs, like we do residents? She said it appeared that <br />the City was penalizing the residents and she asked for equity. Electric Utility Director Clarke <br />declared there are no penalties in any part of the rate design.
