Councilmember Bennett indicated that a meeting was held dealing with bike trails city-wide,
Proposition 116 funds, which included a portion of Colton Avenue for funding.
Assistant City Manager Daryl Parrish stated that the proposal runs from Colton Avenue and
Valley Boulevard into the City of San Bernardino and terminates at the Stampede Stadium and
felt that a small portion of 116 funds would be available for this project.
Councilmember Bennett agreed that if only a small portion of 116 funds would be available this
would still be a way of funding portions of the project and we should continue looking for other
sources that may be available to fund the complete project.
Councilmember Cook agreed this is a worthwhile project, the proposed project area is in great
need of improvement and hoped the citizens would be involved by participating in this project.
Councilmember Beltran said the presentation was made to show progress after meeting with the
City of San Bernardino and discussion with SANBAG, Mr. Lucero developed a number of
financing alternatives which includes the Rails -to -Trail Conservancy, and will continue to
approach different agencies for funding purposes. The City of Colton has $447,000 for a bike
trail and the Mayor of the City of San Bernardino is enthusiastic about this project. Mr. Beltran
wanted the support of Council as to the concept and wanted volunteers from the community to
make this a reality.
Councilmember Bennett volunteered to be a part of the task force and also encouraged the
presentation of tonights concept to the Parks & Recreation Commission.
John Mitchell, Parks & Recreation Commission Chairperson, stated the Commission heard about
this project several months ago and attempted to contact Councilmember Beltran with no
response. He agreed the project should be presented to the Parks & Recreation Commission but
felt there is the problem of continued maintenance. He expressed frustration at unsuccessful
attempts to get answers.
Councilmember Beltran stated that nothing had come forward because this is a conceptual type
of situation and as the project is developed, many people will be informed including the Parks
& Recreation Commission.
MAYOR AND COUNCIL ITEMS: (continued)
Presentation.
