�f <br />i <br />Bennett voting „No." <br />PUBLIC COMMENT: <br />Hutton Center - Fee Waiver <br />Mr. Hector Briones, San Bernardino, representing Narcotics <br />Anonymous, requested the use of Hutton Center. He requested the <br />waiver of fee and offered to pay $25 a month. There was suggestion <br />to schedule day -time meetings for no charge facility use. Ms. Faye <br />Hadley noted that 'members are seeking jobsor have day jobs and <br />there is a need for evening meetings. Director Anstine and Parks <br />and Recreation Chair Mitchell commented on the impact of fee' <br />waiver. Mayor Fulp directed staff to investigate and report <br />Miscellany <br />Ms. Jean Hart commented on the Electric Department, Police <br />Department a d t <br />n raffc light and Alice-Birney School. <br />Reche Canyon Specific Plan <br />Mr. Charles Jackson read letter of concern, submitted to Council, <br />from residents of Reche Canyon regarding one specific violation of <br />a"grading permit. CM Beltran and CM Bennett' recommended matter be <br />forwarded to Planning' Department and Public Works for corrective <br />action, investigation and report. Director Zamora declared that <br />the permit had issued legally, and the engineer approved the <br />grading plan. It appeared the applicant may have exceeded T.71 -%-+- <br />W ct.:) <br />allowed. Director Zamora reported that when t <br />taking place. the applicant ignored <br />the stop work order, the permit was suspended and no work was <br />MAYOR AND COUNCIL ITEMS: <br />Airport Authority <br />Mayor Fulp reported a Special Meeting of SBIAA would be held on <br />April 18, 1996 and there was need for Council to take immediate <br />action on the proposed alternate financing method and language. He <br />urged support of SBIAA. CM Beltran referred to IVDA and spoke <br />against the alternate plan. <br />Motion by CM Cook/Mayor Pulp to support this project. <br />Motion/second by CM Sanders/Mayor Fulp to call for the question <br />carried with CM Hansen voting "No." <br />Mr. Charles Jackson and Ms. Jean Ferrante commented <br />Primary Motion to accept recommendation for alternative financing <br />for airport authority carried with Beltran/Hutton voting "No.." <br />5 <br />APR 16 1996 <br />-- <br />
