compensation for the City Clerk. <br />Mr. Charles Jackson stated that, 30 days ago, City Clerk Freeman <br />had accepted the job at the $370 figure provided by ordinance. Mr. <br />Jackson declared this action was unfair as City Clerk Freeman, <br />aware of the City's fiscal constraints, could have waited six <br />months or a year to submit this request. <br />Mr. John Longfield recalled City Clerk Freeman as the chairman of <br />the Civil Service Board. As a member of that board, Mr. Longfield <br />quoted City Ordinance No. 1490 Section 1, 1976 and Ordinance No. <br />1122 Section 4, 1962, which prohibited appointment or hiring, for <br />one year, of a former Member. <br />Councilmember Sanders submitted that the Civil Service Board met <br />once and had conducted no meetings since December 6, 1994 --well <br />over a year since Mr. Freeman served on the Board. City Attorney <br />Biggs offered to research the matter. To an inquiry by <br />Councilmember Bennett, City Attorney Biggs said that compensation <br />for the City Clerk position was $370 with the provision for <br />supplemental salary. <br />After discussion, Councilmembers Sanders and Hutton withdrew the <br />motion and second to approve this item and requested that the City <br />Attorney conduct research on the matter and return this item on <br />March 5, 1996. <br />Later, City Attorney Biggs informed that she had researched the <br />Municipal Code and she found that the alleged provision prohibiting <br />Mr. Freeman's appointment had been repealed. <br />Item 33 - Street Overlay Program <br />Councilmember/Director Hutton submitted an inventory list of City <br />streets with a rate below 70%, pursuant to an 1992 survey, with <br />required repairs on all city streets calculated at 931,800 square <br />yards of surface and estimated costs at $61522,600. <br />Councilmember/Director Hutton reported that funds have been <br />identified in the 1995-96 Capital Budget and in the Measure I -Five- <br />year Plan from the following sources: Gas Tax, Capital Improvement <br />(Utility Users Tax), Host City Fees and Measure I. Councilmember <br />Sanders requested that Tejon Street and Stevenson Street be added <br />to the inventory list. City Manager Martinez said staff's <br />recommendation included a hotline to allow the public to report <br />potholes for immediate repair, like the graffiti hotline. <br />In response to Councilmember Bennett's inquiry regarding funding <br />for those certain County portions of the Reche Canyon Road, City <br />Engineer Tim Wilson stated there were several funds the City has <br />pursued, namely, projects financed under ISTEA Program. He said <br />the money has been put on hold for one and a half years and not <br />funded currently. He indicated that the County Transportation <br />4 <br />FEB `'Z 0 1996 <br />
