Travel Apmoval for Attendance to Leaaue of California Cities-- Mayors and Councilmembers Executive Forum CM Cook moved to approve attendance, and travel expense, to the Executive Forum of the League of California Cities in Monterey from July 17 to July 19. Motion was seconded by CM Bennett and carried upon unanimous vote. CM Beltran said that a change in travel plans could possibly cut the expense by $90. CLOSED SESSION CA Biggs announced that City Council would meet in Closed Session pursuant to Government Code Section 54957.6 to confer with its Labor Negotiator, Gracie Fernandez Harmon, regarding negotiations with Representatives of the International Brotherhood of Electrical Workers (IBEW) Local 47, Electric Unit; Colton Police Officers Association (CPOA); and SBPEA for General Unit and Management/Confidential Unit. CA Biggs announced that the City Council would meet in Closed Session pursuant to Government Code Section 54957 regarding Labor Negotiations with unrepresented Executive employees. At 7:15 P.M., meeting was adjourned to Closed Session and at 8:22 P. M., meeting reconvened with all Members present as heretofore. CA Biggs reported that City Council did meet in Closed Session as previously announced and that Council did address Item C with no reportable action. She said that Council did not address Item "E". CITY CLERK' ITEMS: General Municioal Election City Clerk Freeman reported that this was the time to call for election of certain officers of the City, to wit, City Clerk, at large for full-term of four years; City Treasurer, at large, for full-term of four years; and three Councilmembers by Districts, for Districts 3, 5 and 6, for full -terms of four years. He recommended that Council order a General Municipal Election to be held on November 5, 1996, to be consolidated with the Statewide General Election.
