Cynthia De La Rosa, Chairperson of the Friends of Veterans Park, <br />introduced and recognized all of the members of the committee and <br />those individuals which were especially helpful for the success <br />of the committee's accomplishments. Ms. De La Rosa announced the <br />next fundraiser, the 2nd Annual Horseshoe Tournament set for <br />March 23, 1996 from 10:00 a.m. to 5 p.m. at Veterans Park. Linda <br />Young, Treasurer, mentioned the sports equipment purchased with <br />the $500.00. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Firms Invited to Submit RFP's to Provide Residential and Commer- <br />cial Refuse. Recycling, and Green Waste Collection and Disposal <br />Services <br />City Manager Martinez stated that R.W. Beck and Staff are pre- <br />pared to make the presentation. <br />Richard Tegore, of R. W. Beck, presented for discussion the RFQ <br />Recommendations for Contractors to Provide Residential and <br />Commercial Refuse, Recycling and Green Waste Collection as made <br />by the City Council Ad -Hoc Committee. The following points were <br />presented: RFQ vs. RFP, Typical Selection Process, City of <br />Colton's Contractor Selection Process, 12 RFQ's Received, RFQ <br />Evaluation Criteria, City Council Ad -Hoc Committee Members, Peer <br />Review Committee Members, Consultant and Staff Review, Peer <br />Committee Review, City Council Ad -Hoc Committee Voting Results <br />and Recommendations, and RFP Schedule. <br />The City Council "Ad -Hoc" Committee recommended the following <br />four firms be invited to submit "RFP's": Browning Ferris Indus- <br />tries, Zakaroff Recycling Services, Jack's Disposal Service, and <br />Taormina Industries. <br />Tom Ramsey, San Bernardino Public Employees Association, spoke <br />against privatization on behalf of the sanitation and recycling <br />employees. He inquired as to the Ad -Hoc Committee and the Peer <br />Review Committee, and asked if sessions were subject to Brown Act <br />compliance. He wanted more information regarding the process <br />used by the Peer Review Committee as to which RFQ's qualified. <br />Mr. Ramsey continued to state that R.W. Beck's initial recommen- <br />dations were heavily biased to contract out and that the whole <br />process leaned toward one or two bidders. He invited Council to <br />establish a Joint Labor Committee and reminded Council that the <br />present contract forbids any lay offs prior to July 1, 1996. <br />City Attorney Biggs clarified that the sub -committee, the Ad -Hoc <br />Committee, does not fall under the provisions of the Brown Act <br />because the number of members of Council did not result in a <br />quorum and the committee was not established as a continuing <br />jurisdiction committee but solely for the purpose of looking at <br />5 <br />MAR 0 5 1996 <br />
