The Peer Review was <br />established by staff as an adjunct management group to review the <br />proposals. <br />Steve Anderson, Colton resident, requested that when the RFP's <br />come back that they disclose all lobbyist connected with these <br />four firms. He recommended that a Committee then be set up to <br />check out these lobbyist connected to these firms as a check and <br />balance. <br />Alex Braicovich, Waste Management of Inland Valley, inquired as <br />to why the RFQ they submitted did not meet the qualifications in <br />order to be allowed to submit an RFP. <br />Mike Arroguin, Burrtec Waste Industries, inquired as to why the <br />RFQ they submitted did not meet the qualifications in order to be <br />allowed to submit an RFP. <br />Dean Ruffridge, Waste Management of Inland Valley, inquired as to <br />why the RFQ they submitted did not meet the qualifications in <br />order to be allowed to submit an RFP. <br />Fred Cordova, Colton resident, expressed concern in educating the <br />citizens when the change occurs so they will be aware as to how <br />this will affect them. He indicated that the process did not <br />select all of the most qualified firms to advance to the next <br />step; that the process was manipulated by special interest <br />groups; and that there are firms more qualified then the four <br />recommended. <br />Chris Gallegos, City of Colton employee, expressed his concerns <br />which related to the process from the beginning up to the present <br />time. He offered suggestions as to how this service can continue <br />in-house. <br />Mayor Fulp responded to comments made in order to set the record <br />straight and to dispel rumors. He referred to the unprofessional <br />conduct of the businessmen involved. He said council was con- <br />cerned as to how this will affect the employees and are committed <br />that any decision will be made in their best interest.
