PERSONNEL DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sanitation - Severance Package <br />Personnel Director Harmon reported that layoffs due to the outsourcing of the sanitation and <br />recycling functions would be effective June 30, 1996. She said the City had provided <br />notification of the layoff process, including "bumping rights," with the exception that employees <br />were required to work the last two weeks of their employment with the City, to continue <br />uninterrupted services to the City of Colton. She mentioned the incentive package, offered by <br />Taormina, to the employees they are hiring, which required they work the last two weeks for <br />the City. Staff recommended that Council authorize a two-week severance package for <br />employees laid off due to the outsourcing of the sanitation/recycling functions. <br />CM Bennett/Mayor Fulp moved/seconded for approval of the severance package. <br />Tom Ramsey of the San Bernardino Public Employees Association found the whole situation was <br />demoralizing and he listed the hardships suffered by the displaced City employees and their <br />families. He said that employees supported the severance package plan. <br />Initial motion carried with CM Hansen absent. <br />WATER/WASTEWATER DIRECTOR'S REPORTS AND RECOMMENDATIONS <br />Financial Plan/Rate Study <br />Interim Water/Wastewater Director Evans presented the financial plan and rate intended to <br />support the wastewater enterprise function for next two years. He explained that the figure was <br />not taken to five years as there are many repairs, improvements and expansions to the treatment <br />sewage plant and the cost of the upgrade and expansion is estimated at 7 1/2 million dollars. <br />He said the proposed Financial plan was based on an interest rate of 8% and that Staff was <br />preparing a program for the City's eligibility to state revolving funds at 3 1/2 - 4 % interest rate. <br />He warned state requirements were very strict. <br />There was a slide presentation on the financial overview of the water/wastewater enterprise. <br />There was discussion on capacity use and payment made by Grand Terrace. Director Evans said <br />the City of Grand Terrace does its own billing and collecting. The City of Grand Terrace takes <br />samples and obtain test results. Grand Terrace sends its report and analysis to the City of <br />Colton and Colton issues a permit. Director Evans indicated that the City of Grand Terrace only <br />supported the RIX treatment plan. <br />Director Evans pointed out that the City of Grand Terrace had underpaid the monthly service <br />by $102,000 since 1989. It was held that the City of Colton did not notify Grand Terrace about <br />a rate increase; however, he said, the problem had been straightened out. <br />2 <br />oUtj I q 1996 <br />
