functions within their City Departments, including the mission statements as well as <br />challenges and accomplishments within each department. <br />Assistant City Manager Parrish made a slide presentation and spoke on City's <br />highlights and chronology of events, from fiscal year 1992-93, to the present. <br />Assistant City Manager Parrish introduced the following departments: <br />FINANCE DEPARTMENT, overview of the City's financial structure was presented by <br />Finance Director Vega with audit process presentation by Finance Assistant <br />Johnson. <br />CITY PROJECTS (MEDICAL CENTER, MEDICAL CENTER OFF-SITE <br />IMPROVEMENTS AND 140 FREEWAY INTERCHANGE AT VALLEY AND <br />PEPPER) oral and aerial picture presentations by guest speakers - John Giblin, <br />Carl Albin, Robert Call, Glen Sams and Earl T. McArthur. <br />CITY MANAGER, comments by City Manager Freeman regarding the current <br />administration's work philosophy of implementing Project Management <br />Techniques - using people away from their standard role. He applauded City <br />Council's effort to set its mission, goals and objectives. With this direction, he <br />stated that a business plan would be prepared for the City of Colton. <br />CITY ATTORNEY, presentation by City Attorney Biggs regarding allocation by <br />department, break -down of fees and cases, anticipated litigation expense and the <br />100% win rate. <br />CITY CLERK and CEMETERY, presentation by City Clerk Barrera highlighting the <br />historical background of the position, the election process, duties and <br />accomplishments of the City Clerk's Office with an overview of current status, <br />accomplishments, and objectives of Hermosa Memorial Gardens Cemetery. <br />PERSONNEL and RISK MANAGEMENT, presentation by Personnel Director Harmon, <br />regarding employee resources and services, administration of personnel policies, <br />rules and regulations and administration of the Worker Compensation Program, <br />the general liability claims, the Safety Program, the excess liability, property and <br />auto insurance policies and employee bonds.. Having encountered obstacles in <br />the implementation of the Department of Transportation drug testing, Director <br />Harmon emphasized the need for a classification study. <br />FINANCE DEPARTMENT, Director Vega described the responsibilities of Purchasing, <br />Information Services, Utility Billing and Customer Service and Accounting. <br />Finance Assistant Johnson highlighted accomplishments. Information Officer Sitt <br />Siphomsay provided overview of the computer system and future programs. <br />POLICE DEPARTMENT, presentation by Police Captain Crowe regarding the <br />composition and function of the department and its manpower.
