City Attorney Biggs declared that City Council did meet in Closed Session, pursuant to G.C. §54957, regarding one personnel matter, public employment of Interim City Manager. She stated that the firm "City Associates," now acting as consultant to Economic Development, namely Messrs. Powers and Shepherd, were commissioned to recruit and find at least two candidates for selection for the post of Interim City Manager, at no cost to the City. STAFF REPORTS: CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Personnel Analyst Contract Extension Acting City Manager Harmon reported that, with the approval of the former City Manager, authorization, not to exceed $15,000, was given to engage a person to assist in the Personnel Department due to the vacancy of the Personnel Analyst Position. With her present assignment, she lost track of the expenses and now sought approval for payment of $1,330, an excess of the City Manager's authority. Additionally, she requested that she be allowed to extend the contract with the same individual until the position of Personnel Analyst was filled, within the next three months. Motion/second by CM Cook/Mayor Gaytan to approve the expenditures and to allow the extension of the contract as requested. Motion carried with CM Chastain abstaining therefrom based on uncertainty and CM Sandoval absent. Public Hearin Asst. City Manage Mayor Gaytan declared this was to amend City Council action taken on June 19`s, to clarify the position given to Mr. Darryl Parrish and to establish the position for budget purposes. City Attorney Biggs explained that this matter was being held in a public hearing at the request of Mr. Parish and his attorney. After discussion, Acting City Manager/Personnel Director Harmon informed that Mr. Parrish's previous position at RDA was assistant to city manager, salary range at $4358 to $5291, monthly. She said if moved step to step, it would be a $1,200 decrease, monthly. As Project Manager, his salary range would be $3933 to $4783 monthly. Acting City Manager Harmon indicated the position did not exist in the budget. Motion/second by CM Hutton/Chastain to establish the title as Assistant to the City Manager/Economic Redevelopment Senior Project Manager carried with CM Sanders voting "No," and CM Sandoval absent. Budget Public Comment Mr. Steve Anderson expressed concern about lack of complete internal audit and opposed use of utility tax for budget. At 5:55 P. M., Mayor Gaytan left the dais and Mayor Pro Tempore Cook presided over the meeting. Mr. Russ Wathey, IEFC representative, commented on audit, police and pay raises.
