City Attorney Biggs declared that City Council did meet in Closed Session, pursuant to G.C. <br />§54957, regarding one personnel matter, public employment of Interim City Manager. She stated <br />that the firm "City Associates," now acting as consultant to Economic Development, namely <br />Messrs. Powers and Shepherd, were commissioned to recruit and find at least two candidates for <br />selection for the post of Interim City Manager, at no cost to the City. <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel Analyst Contract Extension <br />Acting City Manager Harmon reported that, with the approval of the former City Manager, <br />authorization, not to exceed $15,000, was given to engage a person to assist in the Personnel <br />Department due to the vacancy of the Personnel Analyst Position. With her present assignment, <br />she lost track of the expenses and now sought approval for payment of $1,330, an excess of the <br />City Manager's authority. Additionally, she requested that she be allowed to extend the contract <br />with the same individual until the position of Personnel Analyst was filled, within the next three <br />months. Motion/second by CM Cook/Mayor Gaytan to approve the expenditures and to allow the <br />extension of the contract as requested. Motion carried with CM Chastain abstaining therefrom <br />based on uncertainty and CM Sandoval absent. <br />Public Hearin Asst. City Manage <br />Mayor Gaytan declared this was to amend City Council action taken on June 19`s, to clarify the <br />position given to Mr. Darryl Parrish and to establish the position for budget purposes. City <br />Attorney Biggs explained that this matter was being held in a public hearing at the request of Mr. <br />Parish and his attorney. After discussion, Acting City Manager/Personnel Director Harmon <br />informed that Mr. Parrish's previous position at RDA was assistant to city manager, salary range at <br />$4358 to $5291, monthly. She said if moved step to step, it would be a $1,200 decrease, monthly. <br />As Project Manager, his salary range would be $3933 to $4783 monthly. Acting City Manager <br />Harmon indicated the position did not exist in the budget. <br />Motion/second by CM Hutton/Chastain to establish the title as Assistant to the City <br />Manager/Economic Redevelopment Senior Project Manager carried with CM Sanders voting <br />"No," and CM Sandoval absent. <br />Budget Public Comment <br />Mr. Steve Anderson expressed concern about lack of complete internal audit and opposed use of <br />utility tax for budget. <br />At 5:55 P. M., Mayor Gaytan left the dais and Mayor Pro Tempore Cook presided over the <br />meeting. <br />Mr. Russ Wathey, IEFC representative, commented on audit, police and pay raises. <br />City Council Minutes June 23, 1997 2 <br />
