Mr. Bruce Gaytan, President of Volunteer Firefighters Association, requested monies be set aside <br />for the group, for equal opportunity, for training and equipment. <br />At 6:05 P.M., Mayor Gaytan returned to his place on the dais. <br />Mr. William Yahn suggested use of modified cars by the volunteer firefighters association and <br />voiced opposition to the utility tax, demanded repeal and return of funds. <br />Budget Review <br />Acting City Manager Harmon proposed that each department would make a presentation, with <br />staff pointing out the differences between present and proposed budgets with questions/answer <br />period to follow. City Attorney Biggs advised there would be need for separate vote and <br />resolution on the vehicle allowance. <br />Lengthy discussion followed on CM Hutton's remark that by law the capital improvement portion <br />of the budget needed to be reviewed by the Planning Commission. As to enterprise funds, it was <br />determined that the capital improvements projects were listed separately and Director Clarke <br />confirmed that the CIP had been approved by the Utilities Commission. <br />CM Hutton moved to have the capital improvements projects portion, of the proposed FY 1997- <br />98 budget, tabled until the Planning Commission has reviewed the proposed CIP, under the law; <br />and to allow staff to correct any printing errors; and that all new positions proposed, except for <br />grant writer as requested by CM Cook, be held in abeyance until Council has reviewed the <br />classification and parity study that was ordered and that the vehicle allowance remain at the current <br />level until staff returns with separate resolution and recommendation for Council action. <br />Motion seconded by Mayor Gaytan with the proviso that contract management assignment and <br />funds be directed to the City Attorney/Contract Administrator so she can hire the appropriate staff <br />to assist with clerical duties and, additionally, that those projects already appropriated by outside <br />funding sources such as CDBG funds move forward. CM Hutton agreed to the amendment. <br />Motion failed with CM Hutton, CM Cook and Mayor Gaytan voting "Yes." CM Sandoval was <br />absent. <br />City Attorney Biggs read pertinent sections of GC 65402, citing the requirement of an annual <br />review and revision by resolution of the governing body of the local agency and the provision of an <br />extension for an additional year to update the five-year program. <br />Motion by CM Hutton (1) to table any action on the Capital Improvement program until June 30th <br />when there will be a report as to which CIP items must be referred to the Planning Commission; <br />(2) that there be no new positions, except for grant writer and (3) retain vehicle allowance at the <br />current level, pending further action; (4) approve allocation of contract administration funding and <br />that role to the City Attorney's Office and (5) allow various departments to come forward with any <br />changes that they recommend.
