Interim City Attorney Carvalho advised that <br />proposed ordinance and it was appropriate to <br />waiving of First Reading of the Ordinance. <br />the motion brought substantive change to the <br />begin all over again and have introduction and <br />CM/Director Hutton requested input from the Police Department and Legal Counsel. <br />With no objection from the authors of the motion or the City Council, the motion for waiver of full <br />reading and passage of First Reading of Ordinance No. 0-14-97 carried with CM Cook and <br />Sanders voting "No" with CM Hutton abstaining from the vote and CM Sandoval absent. <br />ORDINANCE NO. 0-14-97 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING 10.04.130 THE COLTON <br />MUNICIPAL CODE RELATING TO SPEED LIMITS ON <br />CITY STREETS <br />PUBLIC COMMENT <br />Miscellanv <br />Mr. William Yahn commented on safety utility tax, the present utility tax, legal fees and a recent <br />newspaper article. <br />Mr. Bruce Bennett responded to the inquiry about the newspaper article and traffic citation. <br />Mr. Steve Anderson commented on the selection of the City Manager, opposed two-day work <br />week, the Fire contract, Taormina Industries and MERF and his lawsuit. <br />Mr. Charles Jackson commented on Measure S, current utility tax, opposed planned overtime. <br />CPOA <br />Ms. Julie Reed, President of CPOA, reported on the first annual delivery of thanksgiving baskets <br />by CPOA and Hearts to Share, on Sunday, November 23, 1997, and recognized the contributors. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL <br />AGENCY REPORTS, INFORMATION SESSION: <br />No comments made or action taken on the following: <br />• Informational update on the STIP adoption schedule and new statutory funding categories <br />• Upcoming conferences <br />Peter Lowe's Success 1998 Seminar, Anaheim, CA 1/27/98. <br />U.S. Conference of Mayors, 1998 Winter Mtg., Washington, D.
