"— from the Police Department as to the number and reasons of traffic citations issued in District 5 <br />over the past 8 months. <br />District 1 <br />CM Sanders announced a Neighborhood Watch Meeting in Cantara Development on November <br />19, 1997. He read an item regarding lack of enforcement of existing city ordinances and he <br />requested staff to take immediate action. Citing deregulation, accessibility and customer service, <br />he requested that City Hall be opened on Friday and without objection, Mayor Gaytan directed the <br />City Manager to return with a report, on this matter, on the second meeting in December. <br />AGENDA REVIEW: City Manager. <br />Interim City Manager Wood stated that emergency repairs at the wastewater treatment plant arose <br />subsequent to the posting of the agenda and he requested that this item be added as Agenda Item <br />No. 19A. <br />Interim City Attorney Carvalho advised that City Council was now required to make two findings, <br />namely, that the item arose subsequent to the posting of the agenda and to specify why the matter <br />was of immediate need. <br />Utility Director Clarke presented factual background for repair of digester No. 3, presently <br />inoperative. He warned that there was cause for concern in that if sewage could not be processed, <br />the City would be in violation of the Cease and Desist Order and would run into operation <br />problems within the sewer system itself. He said a repair could be effectuated if the City Council <br />would declare that it is an emergency, waive the bid procedure and allow Staff to negotiate with <br />the firm that had provided service to the City in the past and enter into a contract with that firm and <br />authorize the City Manager to execute the contract. <br />Motion made by Mayor Gaytan, seconded by CM Cook, to add the above item as an emergency <br />item and list it on the Consent Calendar as Agenda Item No. 19A. There was no objection from <br />City Council and it was so ordered. <br />As to Agenda Item 4, Warrant No. 11750, Page 2 of October 30,1997 packet, was pulled as <br />previously voided and not to be approved. <br />Motion by Mayor Gaytan, seconded by CM Cook, to approve the Consent Calendar, except for <br />Warrant No. 11750, in Item 4, and Nos. 5, 6 and 10, carried with CM Sandoval absent.. <br />As to Items 5, 6 and 10, CM Chastain commented on not approving employee positions until the <br />selection of a new city manager and subsequent review of the budget. Discussion had on <br />appropriate use of staff Interim City Manager explained the long-term/short-term review board <br />process and termed the employee need critical in these departments. <br />Motion by CM Bennett, seconded by Mayor Gaytan, to approve Agenda Items Nos. 5 and 6 <br />carried with CM Hutton and CM Chastain voting "No" and CM Sandoval absent. <br />City Council Minutes November 18, 1997 5 <br />
