Motion was made by CM Bennett to approve and adopt First Reading of ORDINANCE NO. 0-17-98, <br />amending Chapter 15.56 of the Colton Municipal Code, regulating on-site storage of refuse <br />containers in R-1 and R 1/PC Zones, with the request that language be included to require that some <br />type of a barrier be constructed. <br />Discussion followed on how to answer citizen complaints on the need to add costs and what would <br />suffice as a barrier to hide trash containers. There was suggestion for a survey of other communities. <br />Director Zamora noted that the present Ordinance contains restrictions that requires that R-2 and R-3 <br />multiple -family zones, that containers be stored or screened or behind masonary walls or enclosed <br />area. <br />MEETING TIME: <br />MOTION/VOTE: Motion/second by Mayor Gaytan/CM Cook to continue the meeting, even <br />though it is beyond the 10:30 P. M.; meeting deadline. Motion carried with CM Chastain <br />absent. <br />PUBLIC HEARING (Continued) <br />Storage of Refuse Containers (Continued) <br />CM Bennett withdrew her motion to approve with a condition. <br />MOTION/VOTE: Motion made by CM Cook, seconded by CM Hutton, to waive full reading and <br />pass Inst reading of Ordinance No. 0-17-98, amending Chapter 15.56 of the Colton Municipal <br />Code, regulating on-site storage of refuse containers in R-1 and R 11PC Zones, carried with CM <br />Chastain absent. <br />PUBLIC COMMENT: <br />The following persons submitted cards but were not present when called: Charles Jackson, Raul <br />Wilson ,and John D. Mitchell. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />District -6 CM Grimsby said he did not have a conflict in representing the people at Rancho Med, <br />unless there is a property value increase or decrease and any rent increase or decrease. <br />District 5 CM Bennett asked the City Manager to look into forming an adopt a street program <br />and return with a report at the next Council meeting. <br />District 4 CM Cook announced that the Colton Firefighters Association, Local 935, had adopted <br />a part of the downtown City, as a clean-up project. A community meeting was <br />announced for August 20, 1998 at 8:00 P. M. <br />District 2 CM Hutton submitted a $51,593 Host City Fees Check. <br />District 1 CM Sanders announced a Town Hall Meeting, with Union Pacific Railroad and <br />AQMD, at 6:30 P. M., August 25, 1998, in Council Chambers. On 8/27/98, at 9:00 <br />1 A. M., in Diamond Bar, CAVI Sanders announced a meeting with AQMD, which will <br />address the issue that Union Pacific did not submit a plan. <br />Council Mins August 18, 1998 5 <br />
