Kiwanis Club Member Floyd <br />Smith sought Council's endorsement of their concept to encourage local <br />businesses to fly the flag and "make every day a flag day in Colton" and <br />distributed an American Flag to each Member of the City Council. <br />0 Proclamation Brent Bailey [not presented] <br />0 Proclamation - Dr. Kern Pihl [not presented] <br />PUBLIC COMMENT <br />Police Chief <br />Detective Julie Reed (CPOA President) and Police Officer Bill Burrows (CPOA <br />Board Member) praised and thanked Police Chief Lunsford for his leadership <br />and sterling service to his department and the City of Colton. President Reed <br />urged the filling of the Police Chiefs vacant position from within the <br />department and said the majority of CPOA's membership supported the <br />appointment of Captain Crowe, a Colton resident, with 26 years of dedicated <br />service to this community. <br />RECESS: <br />fr,T, At 8:08 P. M., Mayor Gaytan invited everyone to a reception for Police Chief <br />Lunsford and declared a recess. At 8:33 P. M., the General Meeting was <br />reconvened with all Members present except for CM Sanders, who was absent. <br />UNFINISHED BUSINESS: <br />Mayor Gaytan, seconded by CM Hutton, moved to approve all of the Unfinished <br />Business items, except for Item 2 which was referred to the City Manager, to <br />be returned at a later time. <br />CM Bennett said Item 1 should correctly identify the subject covered, namely, <br />the telephone policy. CM Chastain: requested that the policy include the <br />direction to answer the telephone by the third ring, or to send it to voice mail, <br />after the third ring, if possible. <br />Mayor Gaytan and CM Hutton agreed to amend the primary motion as <br />requested by CM Chastain. Motion carried with CM Sanders absent. <br />(1) Approved a New Departmental Policy Promoting City Business <br />(Telephone Policy; Effective Use of Voice Mal.) <br />(2) PULLED TO RETURN AT A LATER TIME: Consider and Approve <br />` Enron Master Energy Purchase and Sale Agreement.
