CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION <br />Number of Cases: One personnel matter. <br />ACTION: There was no reportable action taken. <br />FLAG SALUTE: <br />Pledge of Allegiance led by Acting Police Chief Crowe. <br />INVOCATION: <br />Invocation offered by Chaplain Ken Starr. <br />PUBLIC COMMENT: <br />Without Council objection, Mayor Gaytan advanced this item on the agenda as a courtesy to the <br />following speaker. <br />Evelyn Rehrer commented on her discussion with Rev. Anderson regarding the City's hours and <br />days of operation, telephone calls; the payment window; the Fire Chief position; keeping the Fire <br />and Police Departments separate; the City ,Attorney; and the recall issue. She spoke about the <br />memorial for her husband, former Councilmember `Bud" Rehrer. <br />CEREMONIAL MATTERS <br />Presentations, Awards, Proclamations <br />• Proclamation honored VirginiaGonzalesas Outstanding School Crossing Guard for 1997-98. <br />• Proclamation declared June 1 - 5, 1998, as National Drug Court Week. <br />PUBLIC HEARING <br />Sewer <br />This was the time and place fixed to consider a general rate on sewer charges of 14.2 %, to <br />become effective July 1998. <br />Mayor Gaytan declared the Public Hearing "open. " <br />City Clerk Barrera submitted an Affidavit of Publication and reported that no protests or <br />objections were received. <br />Utility Director Tom Clarke summarized his written report, dated May 5, 1998, and distributed a <br />booklet covering proposed water and sewer line replacements and repairs including infrastructure, <br />by districts, fully described through a power -point demonstration. He presented a comprehensive <br />report and demonstrated, through video-tape, the condition of the sewer lines, old and new, and <br />how the sewer lines were cleaned. <br />Messrs. Steve Henderson, Steve Anderson and John Longfield spoke against the increase. <br />Council Mins June 2, 1998 2 <br />
