Utilities Commissioner Charles Jackson spoke on the need for repairs, the need for a <br />comprehensive monitoring program and the need for a rate increase. <br />MOTION/VOTE: After the call for Public Comment, motion/second made by CM <br />Sanders/Chastain to terminate the Public Hearing carried with CM Hutton absent. <br />After discussion by Council, motion was made by CM Chastain, seconded by CM Sanders, to <br />waive full reading and pass First Reading of Ordinance No. 0-11-98. Said motion carried with <br />CM Bennett voting "No and with CM Hutton absent. <br />In the future, to poll the public, CM Bennett suggested the use of questionnaire on the utility <br />bills. <br />RECESS: <br />At 8:34 P. M., a recess was declared and at 8:56 P. M., the meeting was reconvened with all <br />Members present except for CM Hutton who was absent. <br />UNFINISHED BUSINESS: <br />Tow Truck Franchise Ordinance <br />Acting Chief Patrick Crowe submitted his written report and recommendation. This was <br />followed by discussion regarding PPI and CPI indices; staggered terms; secured areas; expend <br />hours of service to 6:00 P.M; CHP requirements regarding classes; and the 10 -mile radius <br />restriction. <br />RECESS: <br />At 9:21 P.M., a recess was declared because of an emergency and at 9:40 P. M., the meeting <br />was reconvened with all Members present, except for CM Hutton who was absent. <br />UNFINISHED BUSINESS: (Continued) <br />Tow Truck Franchise Ordinance <br />Upon his recommendation, Mayor Gaytan deferred the subject item to an Ad Hoc Committee, <br />comprised of CM Grimsby, CM Bennett and Mayor Gaytan, for its report and formal action at <br />the first meeting in July. <br />Fee Increase.
