MOTION/VOTE: Motion/second by CM Sanders/Cook to approve the Assignment and <br />Assumption .Agreement and Amendment to Contract by and among Enova Energy Management, <br />Sempra-Energy Trading and the City of Colton. Motion carried by unanimous vote. <br />PUBLIC COMMENT <br />The following persons expressed community concerns: William Yahn and Steve Anderson. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />District 1 - CM Sanders thanked the people for allowing him to serve once again. He listed goals <br />for the district and the City. <br />District 3 - CM Chastain encouraged support for the Make a Child Smile project, sponsored by <br />the Firefighters and Wal-Mart. <br />District 4 CM Cook invited participation in the "Wonders of Christmas the Annual Home <br />Decorating Contest. Judging will take place on December 14, 1998. She praised the <br />Colton Firefighters. She announced the Annual Thanksgiving Dinner to be served at the <br />Luque Center and the Hutton Center. <br />District 5 - CM Bennett wished everyone a Happy Thanksgiving. She invited everyone to <br />register for the December 12' Street Faire. She congratulated the winners of the recent <br />elections. <br />District 6 - CM Grimsby wished everyone a Happy Thanksgiving. He directed Mr. Yahn to the <br />DPSS office for clothes or food. He commented on the recent election. <br />At Large - Mayor Gaytan expressed appreciation for those persons who worked in his campaign. <br />He described his campaign practices. He thanked CM Hutton for his service to the City. <br />Mayor Gaytan directed Staff to research the existing laws and methods regarding the <br />election of Council positions by district. If voter action is required for any change, he <br />directed that the City bring forth the appropriate resolutions to place the item on the ballot <br />for the earliest election; March or June. This is to allow the citizens the opportunity to <br />leave the present method of selection by districts in place or change the selection for all <br />Council seats to an At Large election, with the requirement that the representative reside in <br />the district. The report was requested for the first meeting in December. Discussion <br />followed. City Manager Garcia suggested full discussion take place in a workshop setting, <br />in the month of December, to discuss options and glean input to make good public policy. <br />AGENDA REVIEW <br />MOTION/VOTE: Motion/second by CM Sanders/Cook to approve the Consent Calendar, <br />except for Item 7 which was pulled for discussion and Item 8 which was deferred to the next <br />meeting.
