Councilman/Director of Public Works Hutton read his written report. He noted that on the Grant <br />Deed to be recorded, there was need for specific terminology reserving all utility easements. City <br />Attorney Carvalho stated she would be proposing the resolution as amended, namely, the last <br />sentence in the second paragraph would read "...with the City reserving an easement for all utility <br />purposes as more particularly described in the vacation deed." <br />MOTION/VOTE: There being no requests for public comment, motion/second by CM <br />Cook/Chastain to terminate the Public Hearing carried with no opposition <br />Motion/second made by Mayor Gaytan/Cook to approve and adopt, with appropriate changes by legal <br />staff, Resolution R-86-98, ordering the abandonment of portion of intersection of 6' and K <br />Streets, carried upon unanimous vote. <br />PUBLIC COMMENT: <br />John Longfield submitted pictures highlighting problems with median strips, sidewalks, traffic <br />near the school and a possible violation of the American Disabilities Act - no handicap <br />access to the sidewalk on Washington Street at Cooley Drive. The matter was referred to <br />staff for investigation and report. <br />William Yahn spoke on the need for a college degree for the positions of Fire Chief and Police <br />Chief. He commented on Taormina's threat of litigation. <br />Tom Vogt, Taormina Industries, emphasized that rates and the service area were set by contract. <br />He commented on RFQ, the agreement for exclusivity, the elimination of service concerns, <br />customer service satisfaction, meeting the mandates of AB939 and community involvement. <br />Jean Ferrante urged City Council to stop micro -managing and to let the Fire Chief and the Police <br />Chief to do their jobs and allow the City Manager to manage the City. To give the Police <br />Department additional room, she suggested moving the Chamber of Commerce to another <br />building. <br />At 6:45 P. M., Mayor Gaytan left the dais and Mayor Pro Tempore Cook presided. <br />Bruce Gaytan commented on the recent trash contract, the need for a good contract for safety <br />services and supported the relocation of the Chamber of Commerce to the K -Mart property. <br />At 7:50 P. M., Mayor Gaytan returned to his place on the dais and continued presiding over the <br />meeting. <br />Gary Grossich, Nickelodeon Pizza, requested a temporary parking permit on Meridian, between <br />Valley Boulevard and "C" Street, for the 12' Annual Car Cruise, on Sunday, September 6, <br />1998, from 4:00 P. M. to 10:00 P. M. <br />MOTION/VOTE: Motion/second by CM Hutton/Chastain to add, as Agenda Item 14A, as a <br />late -breaking item, consideration of temporary parking for Sunday, September 6, 1998, <br />from 4:00 P. M. to 10:00 P. M., that parking be allowed along Meridian AVenue, both <br />sides, north of Valley Boulevard to "C" Street. Motion carried by unanimous vote. <br />Council Mins Sep. 1, 1998 2 <br />
