City Attorney Carvalho advised that this amendment would <br />not apply retrospectively. <br />MOTION/VOTE: Motion/Second by Mayor Gaytan and CM Sanders to close the Public <br />Hearing carried with no opposition to the motion. CM DeLaRosa was absent. <br />Motion by Mayor Gaytan, seconded by CM Bennett, to waive full reading and pass first reading <br />of ORDINANCE NO. 0-21-99, with the proviso that the ordinance be modified by striking Items <br />2 and 3 (Lines 13 and 14, respectively) of the document. Motion carried with CM DeLaRosa <br />absent. <br />Appeal - Transportation Terminals/Vanir Development <br />Mayor Gaytan declared that the item was pulled by the applicant and so ordered. <br />ORDINANCES: <br />First Reading: Permits for Public Dances and Dance Halls <br />MOTION/VOTE: Motion/second by CM Sanders/Cook to waive full reading and pass first <br />reading of ORDINANCE NO. 0-22-99, amending Chapter 5.32 of the Colton Municipal Code <br />relating to the issuance of permits for public dances and dance halls. Motion carried with CM <br />DeLaRosa absent. <br />First Reading: Parking of Trucks and Oversized Commercial Vehicles <br />Assistant City Manager Parrish indicated that proposed changes to MC Section 10.04.105 <br />prohibited the parking of large trucks and commercial vehicles in residential areas completely and <br />limited them in non-residential and commercial areas. He indicated that the proposed two-hour <br />limit was discussed with the Chamber of Commerce and local businesses and their request was for <br />four hours. He noted the exemptions. He described the added MC Sections 10.04.107 and <br />10.04.109. He asked for approval of a $2,500 budget for signage costs. <br />MOTION/VOTE: Motion/second by CM Bennett/Sanders to waive full reading and pass first <br />reading of ORDINANCE NO. 0-23-99, amending Sections 10.04.105 of the Colton Municipal <br />Code relating to the parking of trucks and oversized commercial vehicles on residential streets and <br />adding Sections 10.04.107 and 10.04.109 to the Colton Municipal Code relating to the <br />designation of truck routes. Additionally, the motion was made to include the change from the <br />proposed two-hour limit to a four-hour limit and the approval of a $2,500 budget for signage. <br />Motion carried with CM DeLaRosa absent. <br />UNFINISHED BUSINESS: <br />Notice of Completion <br />On Julie and Grey Streets, Utility Director Clarke explained that the initial report was accurate as <br />that there were two contracts let out for the completion of the subject streets.
