City Staff that residents' concerns have been met. Discussion followed on increased lighting and <br />block walls. He thanked the developer for agreeing to work with the residents. On Recreation <br />and Parks Department problems, he asked that City Manager, immediately, look into the <br />problem. <br />District 3 - CM Chastain thanked the Public Works for immediately taking care of the potholes in <br />District 3. She noted as progress the Employee Recognition luncheon and service awards to be <br />held on September 23`d <br />District 4 - CM Cook noted announced the recent election of CM Grimsby as Vice -President of <br />Inland Empire Division of the League of California Cities. She invited all to the San Salvador <br />Annual Fiesta on October 2nd and 3rd. She announced the Quilt Show and Membership Drive at <br />the Colton Museum Association, to be held on October 2-3. <br />District 5 - CM Bennett commented on the Employee Recognition Luncheon. She asked for <br />inclusion in the new ordinance of Cooley Drive (Bend up to Stater Bros.) and Reche Canyon <br />Road as non -truck routes. She said a Town Hall Meeting was held on September 15d' at Cooley <br />Ranch Elementary School and announced another meeting next meeting. She read a memorandum <br />regarding the Reche Canyon Estates sign. She expressed strong concern about receiving a <br />completion date when staff had not issued a purchase order. She asked for a new date. <br />District 6 - CM Grimsby invited residents to a Town Hall Meeting at Rancho Med on September <br />23rd at 7:00 P. M. He spoke in support of the Director of Parks & Recreation Department. He <br />suggested CPR training through the Fire Department. He asked for information regarding the <br />liability and responsibility of the City when no one is certified, as required, in CPR. He informed <br />Police Chief Crowe of his conversation with Lee Durling who said he did not give permission for <br />parking in the parking lot. <br />At Laree - After Colton High School students asked how they could help, financially, the families <br />of the students who died recently, Mayor Gaytan said that the Colton High School Booster Club, <br />in conjunction with local key businesses, was planning an adult function for all Colton High <br />School graduates, 21 years and older, a fundraiser, to be called "The Last Reunion of the <br />Millennium" from 8:00 P. M. to 1:00 A. M., on Saturday, October 16, 1999 at the United <br />Association of Pipe -Fitters, Refrigeration and Plumber Workers, located on Rancho, south of the <br />I-10 freeway. He urged people to vote. <br />AGENDA REVIEW: <br />Item 10: Item was pulled and deferred indefinitely. <br />Item 15: Discussion had regarding another short-term agreement with another computer service <br />provider. Finance Director Holliman informed there were two budgeted positions in the <br />Information Systems Division and, currently, there was one full-time employee with one vacancy <br />filled with temporary contractors. The $15,000 limit had been exceeded with Lantec and services <br />were terminated effective September 17, 1999. He said the City was forced into another short- <br />term agreement to allow the City another seven weeks to evaluate and properly return with <br />another contract.
