ORDINANCE: <br />First Reading - Personnel System Rules and Regulations <br />MOTION/VOTE: Motion/second by CM Cook/Chastain to waive first reading and pass first <br />reading of ORDINANCE NO. 0-03-00, revising and amending the Civil Service System for said <br />City, and to approve and adopt RESOLUTION NO. R-15-00, Personnel System Rules and <br />Regulations for the City of Colton. The motion carried with CM Sanders absent. <br />PUBLIC COMMENT: <br />At 8:20 P.M., CM Sanders assumed his place at the dais. <br />The following citizens addressed community concerns: Bruce Gaytan, Eufemia Reyes Moore, <br />Juan Duran, Bob Johnson, Michael Berg, Gwen Brown, Steve Anderson and Andrew Ibarra. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />BOARD AND COMMISSION: <br />Cemetery Commission, District 6 - There was no action taken. <br />INFORMATIONAL ITEM: <br />CM Cook will attend the League of California Cities Policy Committee Meeting in San Jose, CA, <br />on March 23-24, 2000. <br />COMMENTS: <br />District 4 - CM Cook spoke on the Library's Read across America and Dr. Seuss' Birthday <br />celebration; the history of California's bootlegging years to be presented March 9, at the Colton <br />Area Museum; the Colton Women's Club prayer breakfast on March 21't; the Western Cities <br />article regarding confidentiality and closed sessions; and, spoke about the attack on blight, <br />spearheaded by the Kiwanis Club's house rehabilitation program. <br />District 3 - CM Chastain commented on the Library's celebration; the work in progress on Mt. <br />Vernon and Colton Avenues; the return of Peter Piper's Pizza; and, noted that Plaza Las Glorias <br />was getting a facelift. <br />District 2 - CM DeLaRosa announced the Police Department Neighborhood Enrichment Team's <br />clean-up day on March 18, for the following streets: Virginia, Riverside, Rialto, Jensen and <br />Bordwell. He commented on the March 7, Parks and Recreation Commission's tour of the City <br />parks. As he did not see McKinley Park on the list, he asked that a joint meeting be held between <br />the City Council and Parks and Recreation Commission for review of the prioritized list. City <br />Manager agreed to schedule an off -Tuesday workshop. He asked for weekend workers to go to <br />the West Side of Rancho, between Johnson and Mill Street and clean-up weeds and trash. <br />City Council Mins Mar 7, 2000 4 <br />
