Staff recommended approval of the resolution setting the penalties at the maximum allowed <br />by state law. <br />Bob Johnson and Fred Cordova addressed Council on the subject matter. <br />Discussion followed on reasonable application of the fines and penalties; desk review; vacant <br />houses and absent landlords; illegal commercial parking in residential neighborhoods; distribution <br />of information regarding bulk pickup at curb or dumpsters; the role of the Code Enforcement and <br />Housing Authority Commission; monies to the Code Enforcement Fund to improve the program <br />and abate nuisances; and, work by volunteers. <br />MOTION/VOTE: Motion/second by CM Chastain/DeLaRosa to terminate the public hearing <br />carried upon unanimous vote. <br />Motion/second by CM Cook/Chastain to adopt and approve RESOLUTION NO. R-71-00, <br />setting forth standardized fees and penalties for administrative citations, adopting certain new fees <br />and increasing certain existing fees for various code enforcement services provided by the City. <br />Motion carried upon unanimous vote. <br />Cultural Resources Preservation Element <br />This is the time and place fixed to consider the cultural resources preservation element City of <br />Colton General Plan. <br />Mayor Pro Tempore Bennett declared the Public Hearing opened. <br />City Clerk Barrera declared that the Affidavit of Publication calling the public hearing was on file <br />in the City Clerk's Office and stated that no protests or objections were received. <br />Assistant to the City Manager Kivley made brief presentation and declared that the Planning <br />Commission and Historic Commission unanimously supported the Element. Louis M. Lightfoot <br />from the Lightfoot Planning Group, Ruth Alter and Cheryl Sasto described, via power point, the <br />purposes and goals of the cultural resources preservation element and identified the components of <br />the Element, including the action plan. After discussion on outreach to schools, implementation <br />of goals and policies and coordination with Code Enforcement, Staff was directed to provide a <br />six-month update. Larry Sheffield was recognized for the historical research on the Element. <br />MOTION/VOTE: Motion/second by CM Cook/Sanders to terminate the public hearing carried <br />upon unanimous vote. <br />Motion/second by CM Sanders/Cook to approve and adopt the Cultural Resources Preservation <br />Element and to incorporate the Element into the General Plan.
