District 4 - CM Cook informed about tree -trimming in the district; Colton Woman's Club 100 <br />years; OmniTrans surplus buses; Norton now IVDA; LCC Flag Celebration; the Fire Safety <br />Education Trailer and CM Cook's graduation - the first elected Colton official - from the LCC <br />Leadership Development Academy. <br />District 3 - CM Chastain commented on CM Cook's accomplishment; League of Cities <br />Conference in Anaheim; US Express Trucking's Grand Opening; "Children at Play" signs; clean- <br />up of right-of-way at Howard Johnson; and, requested update Clean and Show program. <br />District 2 - CM DeLaRosa commented on bus shuttle of teenagers to City teen events; on the <br />need to observe traffic laws; the need for police patrol in the area where a fatal accident occurred; <br />and, investigation of standing water at 2100 block of Pennsylvania. <br />District 1 - CM Sanders spoke on street sweeping citations; cruelty to animals; Slover Avenue <br />cleanup, surplus vehicles auction; speed limits on Randall; and, roving maintenance worker. <br />District 5 - Mayor Pro Tempore Bennett commented on the Fire Department; Council <br />participation in the Colton High School Parade and Veterans parade; the luau fundraiser; and, the <br />Inland Empire's Economic Partnership's referral of Ashley Furniture. <br />BOARDS AND COMMISSIONS <br />--� Commission Appointment <br />Mayor Pro Tempore announced the appointment of Ann Kolman to the Code Enforcement and <br />Housing Authority Commission. <br />MOTIONIVOTE: Motion/second by CM Sanders/Chastain to ratify the appointment of Ann <br />Kolman carried with no opposition from Council. <br />Oral Report, Traffic Signals <br />Mayor Pro Tempore Bennett directed that the request for signals instead of the "stop" signs, <br />previously approved for Topanga and Reche Canyon Road and the entrance to the Reche Canyon <br />Mobile Home, be scheduled for the next agenda. <br />ORDINANCE: <br />PERS Contract Amendment, Police Safety Employees, First Reading <br />Human Resource Director Morris announced this was the first reading of the ordinance regarding <br />PERS, resulting from the contract, previously approved, with the police association and police <br />management. Discussion followed as to effective dates for the public safety groups. <br />MOTION/VOTE: Motion/second by CM Grimsby/DeLaRosa to waive full reading and pass <br />first reading of ORDINANCE NO. 0-10-00, authorizing an amendment to the contract between <br />the City Council of the City of Colton and the Board of Administration of the California Public <br />Employees' Retirement System.
