First Reading: <br />Waive Full Reading and Pass First Reading of Ordinance Amending the Colton Municipal Code <br />Relating to the Sale of Tobacco Products to Minors, ORDINANCE NO. 0-02-02. <br />Motion/second by CM Chastain/Zamora to waive full reading and pass second reading of <br />ORDINANCE NO. 0-02-02. Motion carried with CM De La Rosa absent. <br />PUBLIC COMMENT: <br />The following citizen addressed the City Council: William Yahn, John Anaya, Sr., Jim Sullivan, <br />Charles Jackson, Marlene Dietrich, and Apolinar Espudo. <br />Mayor and Council Items: <br />Member Comments: <br />The following topics were also addressed by the Members: Missing links, South Colton Alleys, <br />Channel 3 format, City landscaping, and the Wal-Mart "Bunny Hop Line". <br />BOARDS AND COMMISSIONS: <br />Appointments — Pursuant to MC§ Section 2.30.030 — Manner of Appointment. <br />District 5 — CM Mitchell declared a vacancy in the Mobile Home Rent Review <br />Commission due to the resignation of Norma Smith. <br />ACTION ITEMS: <br />Resolution supporting the Passage of Proposition 40 for California Clean Water Clean Air, <br />Safe Neighborhood Parks and Coastal Protection Act of 2002, RESOLUTION NO. R-22-02. <br />City Manager Parrish summarized the agenda report and requested approval of staff's <br />recommendation. <br />Motion/second by CM Zamora/Chastain to approve and adopt a Resolution supporting the <br />Passage of Proposition 40 for California Clean Water, Clean Air, Safe Neighborhood Parks, <br />and Coastal Protection Act of 2002, RESOLUTION NO. R-22-02. Motion carried with De La <br />Rosa absent. <br />Appoint a Councilmember as the Alternate Legislative Liaison to the League of California Cities, <br />Inland Empire Division Legislative Task Force, Governmental Partnership Program. <br />Mayor Bennett presented and stated the importance and need of the appointment of a member <br />to this committee. <br />CM Mitchell expressed his desire to be considered with no opposition from the Council. <br />AGENDA REVIEW: City Manager. <br />2002 FEBRUARY 19 CC/CUA MIN 3 <br />
