First Reading: Waive Full Reading and Pass First Reading of Ordinance Amending the Colton Municipal Code Relating to the Sale of Tobacco Products to Minors, ORDINANCE NO. 0-02-02. Motion/second by CM Chastain/Zamora to waive full reading and pass second reading of ORDINANCE NO. 0-02-02. Motion carried with CM De La Rosa absent. PUBLIC COMMENT: The following citizen addressed the City Council: William Yahn, John Anaya, Sr., Jim Sullivan, Charles Jackson, Marlene Dietrich, and Apolinar Espudo. Mayor and Council Items: Member Comments: The following topics were also addressed by the Members: Missing links, South Colton Alleys, Channel 3 format, City landscaping, and the Wal-Mart "Bunny Hop Line". BOARDS AND COMMISSIONS: Appointments — Pursuant to MC§ Section 2.30.030 — Manner of Appointment. District 5 — CM Mitchell declared a vacancy in the Mobile Home Rent Review Commission due to the resignation of Norma Smith. ACTION ITEMS: Resolution supporting the Passage of Proposition 40 for California Clean Water Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002, RESOLUTION NO. R-22-02. City Manager Parrish summarized the agenda report and requested approval of staff's recommendation. Motion/second by CM Zamora/Chastain to approve and adopt a Resolution supporting the Passage of Proposition 40 for California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002, RESOLUTION NO. R-22-02. Motion carried with De La Rosa absent. Appoint a Councilmember as the Alternate Legislative Liaison to the League of California Cities, Inland Empire Division Legislative Task Force, Governmental Partnership Program. Mayor Bennett presented and stated the importance and need of the appointment of a member to this committee. CM Mitchell expressed his desire to be considered with no opposition from the Council.
