Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Carolina P. Barrera declared that the affidavit of Publication was on file and reported <br />that no protests or objections were received. <br />City Manager Parrish presented a quick synopsis of the Annual National Pollution Discharge <br />Elimination Assessment, which is a federal Program providing funding for Street Sweeping and <br />keeping Storm Systems clean. He stated that since 1995, there has been no increase. <br />Motion/second by CM Ramos/CM Hernandez to terminate the Public Hearing. Unanimous Vote. <br />Motion/second by CM Ramos/CM Zamora to approve Resolution No. R-79-02. Unanimous <br />Vote. <br />ORDINANCE: <br />SECOND READING <br />City's Park Ordinance — Proper disposal of canine feces <br />Waive full reading and pass second reading of an Amendment to the City's Park Ordinance, <br />adding Chapter 12.40 to Title 12 of the Colton Municipal Code regarding proper disposal of <br />canine feces, Ordinance No. 0-10-02. <br />Motion/second by CM Chastain/CM Ramos to approve the second reading and Ordinance No. <br />0-10-02. Unanimous Vote. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council: Jimmy Babacos. <br />MAYOR AND COUNCIL ITEMS: <br />The following topics were addresses by the Members: CM Mitchell's birthday, Col Jackson 80th <br />birthday, City of Colton 115th Birthday Celebration, Sister City Ceremony, Soccer Grant, Colton <br />Avenue clean up, Graffiti, scheduled Neighborhood meetings, Mill Street Beautification Project, <br />Health Fair, District Tour, Speed Bump Workshop update, Agua Mansa cleanup, upcoming <br />District 1 clean up, recent newspaper article on former Mayor Gaytan's sentencing, increasing <br />the minimum 8% reserve in the General Fund, Paul Rogers first day of school celebration, <br />Latest District 6 clean up, enforcement of Truck Ordinance on La Cadena, CM Zamora's father's <br />80th Birthday, recent fire's in the La Loma Hills area and lower Santa Ana River/RIX facility, Bob <br />Miller's call, Sister City gift, September 11th remembrance, CM Chastain was appointed to the <br />SANBAG Chair Commuter Rail Committee, upcoming National Night Out. <br />Approved and adopted Resolution supporting H.R.. 4645, the Protect Children from Video <br />Game Sex and Violence Act of 2002.
