MAYOR AND COUNCIL ITEMS: <br />Topics addressed by Council included: <br />BOARDS AND COMMISSIONS: <br />Appointments — Pursuant to MC§ Section 2.30.030 —Manner of Appointment <br />CM Hernandez submitted the name of Diego Garcia for ratification for Recreation and Parks <br />Commission. <br />Motion/second by CM Ramos/CM Zamora to appoint Diego Garcia to the Recreation and Parks <br />Commission. Unanimous vote. <br />AGENDA REVIEW: City Manager. <br />City Manager Parrish announced there was a late breaking item; the item arose subsequent to <br />the posting of the agenda, regarding a Resolution to apply for a $75,000 grant from the State <br />Water Resources Control Board to be known as Item 13A of the Consent Calendar. <br />City Attorney Dean Derleth explained as to how the item meets the criteria to add as an <br />emergency item; (1) Staff notified after the posting of the agenda; and (2) there is a deadline to <br />file the application of November 20, 2003, which is before the next Regular Council Meeting. <br />Motion/second by CM Chastain/CM DeLaRosa to add the late breaking item to be known as <br />Item 13A. Unanimous vote. <br />City Manager Parrish requested that the City Council Meeting of December 3, 2002 begin at <br />5:00 p.m. to discuss Closed Session Items and start the Open Session at 6:00 p.m. to allow <br />adequate time for ceremonial matters.
