The finalized documents will be in English and <br />in Spanish. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council in support of the Sister City <br />Program: Fred Cordova <br />Motion/second by CM Chastain/CM DeLaRosa to approve the Sister City Agreement <br />and to participate in the July 5, 2002 ceremony, that will be held at Fleming Park at <br />6:00 p.m. that will acknowledge Rio Grande, Zacatecas as Sister City with the City of <br />Colton. Unanimous Vote. <br />BOARDS AND COMMISSIONS: <br />None <br />AGENDA REVIEW: <br />Mayor Bennett requested that Item 24 be moved forward before the Consent Calendar <br />with no opposition from the members. <br />COLTON PUBLIC FINANCING AUTHORITY REPORTS AND RECOMMENDATIONS <br />Approved and Adopted Resolutions of the Board of Directors of the Colton Public <br />Financing Authority approving the issuance of Not To Exceed $50,000,000 Aggregate <br />Principal Amount of Bonds, approving an Installment Purchase Agreement, an <br />Indenture of Trust and an Official Notice of Sale, authorizing the delivery of a <br />Preliminary Official Statement, authorizing execution of an Official Statement, <br />approving the appointment of a Trustee and authorizing certain actions in connection <br />therewith, CITY RESOLUTION NO. R-77-02 and CPFA RESOLUTION NO. 2002- <br />03. <br />Electric Utility Director Clarke presented for Councils consideration and approval of <br />staff's recommendation. City Manager Parrish added that this item was also related to <br />Item 12 and advised of the need to be approved at the same time. Electric Utility <br />Director Clarke further clarified the relationship of Item 12 with 24. Discussion <br />between staff and members followed. <br />Motion/second by CM Mitchell/CM Zamora to approve and adopt Resolution No. (s) R- <br />77-02 and CPFA 2002-03. Unanimous Vote. <br />C! <br />
