revenue program to meet obligations of a state loan and bond requirements. <br />Mayor Pro Tempore declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication was on file in the City Clerk's Office and <br />stated that no protests or objections were received. <br />Water/Wastewater Director Frazier provided an overview of staff's recommendation to consider <br />approval of an ordinance for a new wastewater revenue program to meet obligations of a state <br />loan and bond requirements. <br />PUBLIC COMMENT <br />The following citizens addressed the Council: <br />William Yahn, requested further discussion on comments related to a newspaper article <br />regarding customers that do not pay sewer bills, rate increases, use of funds collected and <br />Grand Terrace rates. <br />Jess Vasquez, reminded Council of that all customers should be evaluated before increases <br />made so that everyone is paying their fair share. <br />Joe Perez, requested further discussion on potential low income discounts and breakdown on <br />how property rate is determined. <br />Fred Cordova, Utility Commissioner, addressed the public reminding them of the lack of <br />attendance by the community at commission meetings, which meet the 2nd Monday of every <br />month where these matters are discussed and reviewed. <br />Charles Jackson, Utility Commission Chairperson, stated that this Council has the opportunity <br />to do what needs to be done and predicts that in the near future we will have more problems; <br />and recommended the increase be $30 with a 5% annually. <br />Dell Wright, Utility Commissioner, included in his comments that it was important to pay <br />increase and support the wastewater department, citizens should be aware there are expenses <br />that the City incurs and upgrades that are needed. Also, the Wastewater Department staff is <br />aware of the financial needs in order to meet their goals as they conducted a financial analysis <br />and final conclusions were brought to the Utility Commission. The SRF Fund obligation was <br />part of the analysis and Mr. Wright recommends that this item should be approved as <br />recommended. <br />Motion/second by CM Zamora/Hernandez to terminate public hearing. Motion carried with <br />Mayor Bennett absent. <br />Discussion by Council and response from Director Frazier, with motion/second by CM <br />Mitchell/Zamora to approve first reading of Ordinance 0-09-03 for a new wastewater revenue <br />program to meet the obligation of state loan and bond requirements with amendment to the <br />ordinance to be changed increase amount from $27.10 to $30.00 and 3% each year for 3 <br />years. <br />Discussion by Council continued with responses from CM Parrish and Director Frazier.
