Such action <br />must contain a provision for release of the permit upon approved corrective <br />action by the applicant or permittee. <br />SECTION FOUR. Property Access. Before any building permit is <br />granted, except as required by law, a committee comprised of the Building <br />Official, City Engineer, Fire Chief and Planning Director shall indicate <br />by signature thereon that the site, lot or parcel in question has adequate <br />frontage upon a dedicated public street, determined by said committee to <br />be adequate for purposes of access, including access for emergency vehicles, <br />proper utility service, has adequate drainage, complies with the Subdivision <br />Ordinance of the City, and further that the proposed use and/or construction <br />is in compliance with all other ordinances and laws including the General <br />Plan or any Specific Plan of the City of Colton. <br />SECTION FIVE. Improvements and Dedications. Every building permit, <br />save and except building permits issued for fences or wall or swimming <br />pools, issued to any applicant for an enclosed structure, remodeling or <br />addition of 400 square feet or more shall include: <br />(A) Installation of all off-site improvements, including curbs, <br />gutters, sidewalks, street trees, street lights, paving of streets and <br />alleys, as may be required and connection to utilities, in accordance <br />with City of Colton standards and specifications in and on all street <br />frontages of the lot or lots to be used in conjunction with the building <br />to be constructed or improved; or, <br />(B) Enter into an improvement agreement with the City of Colton <br />agreeing to complete said improvements as set forth hereinabove on a date <br />
