incurred in constructing drainage facilities and improve- <br />ments which benefit properties outside the boundaries of CFD <br />87-1 (the "Agreement"); and <br />WHEREAS, the City's Public Works Director has <br />undertaken a comprehensive study of the drainage areas and <br />facilities located outside the boundaries of the CFD 87-1 to <br />determine the extent to which those properties are benefited <br />by the storm drain facilities and improvements constructed <br />within CFD 87-1; and <br />WHEREAS, in connection with that study, the City's <br />Public Works Director has designated that area outside of <br />CFD 87-1 which is benefited by the storm drain improvements <br />within CFD 87-1 as City of Colton Drainage Benefit Area <br />No. 2, the boundaries of which are shown on the map attached <br />hereto as Exhibit "A;" and <br />WHEREAS, the City's Public Works Director has <br />prepared a public report identifying the impacts of new <br />subdivision development within Drainage Benefit Area No. 2, <br />analyzing the need for storm drain facilities and improve- <br />ments required by such new development, setting forth the <br />relationship between new development, the need facilities <br />and the actual cost of those improvements and determining <br />the amount of costs to be reimbursed to the owners and <br />developers of property within CFD 87-1 by such new subdivi- <br />sion development; and <br />-2- <br />
