Adoption of Rules and Regulations. The Commission <br />may make and adopt its own administrative rules and <br />regulations as may be necessary to effectuate the <br />purposes and policies of the Chapter and to enable the <br />Commission to carry out its powers and duties <br />thereunder, so long as such rules and regulations are <br />consistent with the laws of the State, this Chapter, and <br />any guidelines adopted by the City Council. Any such <br />rules and regulations shall be reduced to writing and be <br />on file with the Secretary of the Commission at all <br />times. <br />2. Appointment of Officers. The Commission may <br />appoint such officers as it may deem necessary to carry <br />out its duties hereunder. <br />3. Maintenance of Records. The Commission shall keep <br />a record of its proceedings, which shall be open for <br />inspection by any member of the public. <br />4. Appointment of Committees, Mediators or Hearing <br />Officers. The Commission may appoint committees, <br />mediators and hearing officers to hear matters on which <br />testimony may be taken, which committees, mediators and <br />hearing officers shall report to the Commission the <br />findings and results of any such hearing on a matter <br />referred to such committee or person upon request. <br />Mediators or hearing officers appointed by the <br />10 <br />
