Meetings - To fulfill its function, the Commission <br />shall meet as often as it deems necessary, but at least one <br />regularly scheduled public meeting shall be held every ninety <br />(90) days; or within thirty (30) days of any hearing or arbi- <br />tration held hereunder, whichever is earlier. <br />All members of the Commission, regulars and alternated, shall be <br />required to attend all Commission meetings and hearings unless <br />such member has been disqualified from participation. <br />Except as expressly provided herein, the Commission shall <br />establish the time and place of its meetings. All meetings of the <br />Commission shall be conducted in accordance with the provisions <br />of the Ralph M. Brown Act. <br />F. Voting - The affirmative vote of three (3) <br />Commissioners of the commission is required for a decision, <br />including all motions, regulations, and orders of the Commission. <br />When a regular renter tenant or owner member is absent from a <br />meeting, his or her alternate member shall participate in the <br />Commission proceedings in place of the absent regular member. An <br />alternate member shall have voting privileges only when acting in <br />the stead of an absent regular member. <br />G. Quorum - Three (3) Commissioners shall constitute <br />a quorum. <br />H. Commission Powers and Duties - The Commission shall <br />undertake and have the following duties, responsibilities, and <br />9 <br />
