proposals could have irreversible negative impacts on <br />availability of larger residential lot inventory in such <br />areas; and <br />WHEREAS, the City Council further finds and <br />determines that the approval of residential uses within <br />those areas currently zoned Residential One -Family With <br />Planned Community Overlay could cause in the near future <br />adverse impacts upon the public health, safety and welfare <br />by permanently establishing minimum lot sizes less than 7200 <br />square feet, thereby resulting in increased air and noise <br />pollution, overcrowding, congestion, the overburdening of <br />public infrastructure and drainage, water, sewer, police and <br />fire protection services, all causing a deterioration of the <br />quality of life in Colton; and <br />WHEREAS, to protect the public health, safety and <br />welfare, Government Code Section 65858 authorizes the City <br />Council to adopt as an urgency measure an interim ordinance <br />prohibiting any uses which may be in conflict with general <br />plan, specific plan and zoning proposals which the City is <br />considering or studying or intends to study within a <br />reasonable time; and <br />WHEREAS, on July 18, 1989, the City Council found <br />and determined that the approval of subdivision or parcel <br />maps, precise plans of design, conditional use permits, <br />variances, or building permits within those areas currently <br />zoned Residential One -Family with Planned Community Overlay <br />-2- <br />
