No building permit or <br />occupancy permit shall be issued when the City Council or a properly delegated <br />authority gives notice to the Building Official to withhold or suspend the same, <br />where it is deemed to be in the public interest for protection of public health, <br />safety or general welfare including noncompliance by the applicant with any laws, <br />contracts, or agreements with the City or its Planning Commission, or improper <br />land use or failure to complete any conditions set forth by said City of its Planning <br />Commission, or improper land use of failure to complete any conditions set forth <br />by said City of its Planning Commission, provided however the permit shall be <br />released after approved corrective action by the applicant or permittee. <br />15.04.040 Property access. Before any building permit is granted, except <br />as required by law, the Community Development Director, shall determine that <br />the site, lot or parcel in question has adequate frontage upon a dedicated public <br />street, adequate for purposes of access, including access for emergency <br />vehicles, proper utility service, adequate drainage, complies with the Subdivision <br />Ordinance of the City, and further that the proposed use and/or construction is in <br />compliance with all other ordinances and laws including the General Plan and <br />any Specific Plan of the City of Colton. <br />15.04.050 Improvements and Dedications. Every building permit, save and <br />except building permits issued for fences, walls or swimming pools, issued to any <br />applicant for an enclosed structure, remodeling or addition of 400 square feet or <br />more, shall require the following: <br />(A) Installation of all off-site improvements, including curbs, gutters, sidewalks, <br />street trees, street lights, paving of street and alleys, as may be required, <br />in accordance with City of Colton standards and specifications in and on <br />all street frontages of the lot or lots to be used in conjunction with the <br />building to be constructed or improved and be connected to available <br />7 <br />
