Effective July 1, 1996, the collection, removal <br />and disposal of all refuse shall be performed exclusively by the city, its agents, <br />franchisees, or independent contractors under the supervision of the public works <br />director, under such terms, conditions and limitations imposed upon such <br />authorized refuse collection providers by the city council in order to protect the <br />public health, safety and welfare of the city." <br />SECTION 6: Section 6.16.200 of the Colton Municipal Code is hereby amended to read <br />in its entirety as follows: <br />"Collection --Permit and fees. Effective July 1, 1996, every agent, <br />franchisee, or independent contractor authorized by the city council to collect, <br />remove and dispose of refuse, shall comply fully with all requirements imposed <br />by any permit, franchise agreement or contract between the city and such agent, <br />franchisee or independent contractor, including without limitation, payment of <br />fees, posting of bonds, obtaining of necessary licenses and permits as may be <br />4 <br />
