Nothing contained in this section shall be <br />construed to modify or impair the terms and conditions of any permit, franchise <br />agreement or contract existing as of the effective date of this section." <br />SECTION 7: Section 6.16.220 of the Colton Municipal Code is hereby amended to read <br />in its entirety as follows: <br />"Collection --Frequency. Effective July 1, 1996, frequency of collection shall be <br />determined as established in any authorizing permit, franchise agreement or <br />contract with the city. <br />SECTION 8: Section 6.16.240 of the Colton Municipal Code is hereby amended to read <br />in its entirety as follows: <br />"Monthly charges --civil debt established. Effective July 1, 1996, monthly <br />charges shall be established by resolution of the city council in an amount not to <br />exceed the amount charged the city by any authorized refuse collection provider <br />as established by any permit, franchise agreement or contract with the city and <br />shall be a civil debt owing to the city by the owner and any occupant or user of <br />the premises receiving service." <br />SECTION 9: Section 6.16.250 of the Colton Municipal Code is hereby amended to read <br />in its entirety as follows: <br />5 <br />
