10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />WHEREAS, a negative declaration was prepared pursuant to CEQA and the State <br />Guidelines; and <br />WHEREAS, the City of Colton, as the lead agency for the Project, provided copies of the <br />draft negative declaration and initial study to the public for review and comment pursuant to <br />Resources Code Sections 21091 and 21092; and <br />WHEREAS, the City has considered all comments received regarding the negative <br />declaration; and <br />WHEREAS, the City Council has carefully reviewed the final negative declaration and all <br />of the information contained in the records for the Project <br />WHEREAS, City staff has presented the changes to fees proposed in the Capital <br />Infrastructure Study and the changes to the fees proposed in the Mohle- Grover Study at <br />workshops conducted on September 14, 1999, and again on October 26, 1999. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Colton as <br />follows: <br />SECTION 1: Recitals. The City Council hereby finds that the above recitals are <br />true and correct and are incorporated herein. <br />SECTION 2: General Findings. The City Council finds as follows: <br />A. The provision of new and expanded facilities is necessary to protect and promote <br />the health, safety and welfare of all the citizens of Colton by reducing the adverse effects of <br />urbanization and development created by new development. <br />B. It is necessary to enact and implement the development fees to assure that all <br />development within the City pays its reasonable, fair share of the costs of providing necessary <br />public facilities to accommodate such new development and the impacts it creates. <br />
