C. A proper funding source for public facilities needed and created by the costs associated with new development is a specific development or facilities fee for each type of facility related to the specific need created by the development and reasonably related to the relative cost of providing such necessary public facilities. D. The Study justifies the imposition of development fees on new construction by analyzing the need for public facilities, assigning the costs on a fair -share basis to the various types of development, and assigning the resulting fee based on the anticipated burden of each type of development on City facilities and the need created by such development for new and expanded 10 11 facilities. 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 E.
