1 <br />(3) Non -conforming land uses cause disruption to the cohesive land use <br />2 environment and need to be improved or abated within a designated <br />amortization period. <br />3 <br />(4) Well-designed, human- scaled commercial developments featuring an <br />4 attractive and efficient pedestrian environment should be encouraged as they <br />5 add to the responsiveness of commercial growth to localized need. <br />6 (5) The use of a "theme" in commercial areas, reflective of local <br />characteristics and values should also be promoted. <br />8 WHEREAS, the City also proposes amending Section 10.04.075 of Chapter <br />10.04 of the Colton Municipal Code to prohibit the parking on private and public property <br />9 <br />without the permission of the property owner. <br />10 <br />11 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES ORDAIN AS FOLLOWS: <br />12 <br />SECTION 1: General Plan Consistency Findings. The City Council of the <br />13 City of Colton hereby finds and determines: <br />14 <br />A. Based on the entire record before the City Council and all written and <br />15 oral evidence presented, the City Council finds that the proposed <br />amendment to Chapter 18.48 of the Colton Municipal Code ("the Text <br />16 Amendment") is consistent with the General Plan of the City of Colton <br />because it provides and encourages the Plan's policies in the City of Colton. <br />1 Moreover, the Text Amendment helps to promote and achieve General Plan <br />18 policies as follows: <br />19 1. The Text Amendment promotes a land use pattern which <br />provides a safe, harmonious and attractive residential living <br />20 environment; a balanced hierarchy of commercial land uses which will <br />21 service the consumer and economic needs of the City and region. <br />22 2. The Text Amendment establishes a compatible mix and <br />arrangement of land uses. <br />23 <br />3. The Text Amendment improves non -conforming land uses <br />24 which cause disruption to the cohesive land use environment which <br />25 need to be improved or abated within a designated amortization <br />period. <br />26 <br />4. The Text Amendment promotes the use of a "theme" in <br />27 commercial areas, reflective of local characteristics and values. <br />28 5.
