The bidders DB information shall establish that the DB goals will be met or that a good faith effort to meet the goals has been made. Bidders are cautioned that even though their submittal indicates they will meet the stated DS goals, their submittal should also include their good faith efforts information along with their DS goal information to protect their eligibility for award of the contract in the event the Department, in its review, finds that the goal has not been met. The information to show that the DB goals will be met shall include the names of DBs to be used with a complete description of work or supplies to be provided by each and the dollar value of each such DS transaction. (NOTE DB subcontractors for signal and lighting items, if there are such items of work, must have been names in the bid - See section entitles "Subcontracting" of these special pro- visions.) The information necessary to establish the bidders good faith efforts to meet the DB goals should include: 1. The names and dates of advertisement of each newspaper, trade paper, and minority -focus paper in which a request for DB participation for this project was placed by the bidder. 2. The names and dates of notices of all certified DBs solicited by direct mail for this project and the dates and methods used for following up initial solicitations to.determine the certainty whether the DBs were interested. 3. The items of work for which the bidder -requested sub -bids or materials to be supplied by DBs, the information furnished interested DBs in the way of plans, specifications and requirements for the work and any break down of items of work into economically feasible units to facilitate DB participation. Where there are DBs available for doing portions of the work normally performed by the bidder will be expected to make portions of such work available for DBs to bid on. 4. The names of DBs who submitted bids for any of the work indicated in (3) above which were not accepted, a summary of the bidders discussions and/or negotiations with them the name of the subcontractor or supplier that was selected for the portion of work, and the reasons for the bidders choice. If the reason for rejecting a DB bid was price, give the price bid by the rejected DB and the price bid by the selected sub- contractor or supplier. Since the utilization of available DBs is expected, only significant price differences will be considered as cause for rejecting such DB bids.
