The bidders DB information shall establish that the DB goals will <br />be met or that a good faith effort to meet the goals has been made. <br />Bidders are cautioned that even though their submittal indicates <br />they will meet the stated DS goals, their submittal should also <br />include their good faith efforts information along with their DS <br />goal information to protect their eligibility for award of the <br />contract in the event the Department, in its review, finds that <br />the goal has not been met. <br />The information to show that the DB goals will be met shall include <br />the names of DBs to be used with a complete description of work or <br />supplies to be provided by each and the dollar value of each such <br />DS transaction. (NOTE DB subcontractors for signal and lighting <br />items, if there are such items of work, must have been names in the <br />bid - See section entitles "Subcontracting" of these special pro- <br />visions.) <br />The information necessary to establish the bidders good faith efforts <br />to meet the DB goals should include: <br />1. The names and dates of advertisement of each <br />newspaper, trade paper, and minority -focus <br />paper in which a request for DB participation <br />for this project was placed by the bidder. <br />2. The names and dates of notices of all certified <br />DBs solicited by direct mail for this project <br />and the dates and methods used for following up <br />initial solicitations to.determine the certainty <br />whether the DBs were interested. <br />3. The items of work for which the bidder -requested <br />sub -bids or materials to be supplied by DBs, the <br />information furnished interested DBs in the way of <br />plans, specifications and requirements for the work <br />and any break down of items of work into economically <br />feasible units to facilitate DB participation. Where <br />there are DBs available for doing portions of the <br />work normally performed by the bidder will be expected <br />to make portions of such work available for DBs to bid <br />on. <br />4. The names of DBs who submitted bids for any of the work <br />indicated in (3) above which were not accepted, a <br />summary of the bidders discussions and/or negotiations <br />with them the name of the subcontractor or supplier <br />that was selected for the portion of work, and the <br />reasons for the bidders choice. If the reason for <br />rejecting a DB bid was price, give the price bid by <br />the rejected DB and the price bid by the selected sub- <br />contractor or supplier. Since the utilization of <br />available DBs is expected, only significant price <br />differences will be considered as cause for rejecting <br />such DB bids. <br />
